Sourcing polyester staple fibre from China

Synthetic staple fibres from China, not carded or combed, including polyester, polypropylene, acrylic and aramid, pay 0% UK duty with no anti-dumping duty. Fibre used as filling in upholstered furniture must pass the ignitability tests of the furniture fire regulations, toy stuffing must be clean, and recycled claims need certified traceability. Read from the UK Trade Tariff on 26 September 2026, synthetic staple fibres not carded, combed or otherwise processed for spinning, of aramids, other nylons, polyesters, acrylic or modacrylic, polypropylene and other synthetics carried 0% duty on goods from China, with no anti-dumping measure. Carded fibre, wadding and non-wovens are classified further along the tariff, so the processing stage decides the commodity code.

Fire rules, toys and recycled claims

The Furniture and Furnishings (Fire) (Safety) Regulations 1988 require filling materials in upholstered furniture, cushions and pillows for domestic use to pass the ignitability tests in Schedule 1, so polyester fibre sold for that use needs a test report on the treated fibre, and the furniture maker keeps it on file. Stuffing for soft toys must meet the cleanliness and hygiene requirements of the Toys (Safety) Regulations 2011 and EN 71-1; see toy safety for importers.

Much polyester staple fibre is made from recycled PET bottles. A recycled content claim should be backed by certification such as the Global Recycled Standard with transaction certificates for each shipment, because virgin and recycled fibre look the same. Worked duty example

Suppose, purely for illustration, you import 40 tonnes of hollow conjugated siliconised polyester fibre under 5503 20 00 00. At £44,000 free on board and £3,000 to ship and insure, the customs value is £47,000. With 0% duty on polyester staple fibre, the only charge is import VAT: 20% of £47,000, or £9,400. VAT-registered businesses usually recover that in their next return. Fibre is compressed into bales, so a container carries a lot of weight for its volume. What goes wrong

Staple fibre fails on specification, finish and contamination. Denier and cut length vary within a lot so carding and filling machines jam, siliconised fibre loses its slick finish and clumps, hollow conjugated fibre has poor crimp so pillows go flat, and recycled fibre carries colour specks, odour or foreign fibres. Fire-retardant claims are made without a Schedule 1 test on the fibre as supplied, and bales arrive damp or overweight.

Test denier, cut length, crimp and tenacity on samples from several bales per lot, run a filling or carding trial on your own machine, check siliconised and hollow fibre loft and recovery after compression, inspect for specks, odour and foreign matter, ask for the ignitability test report and recycled content transaction certificate for each shipment, and weigh and check bale moisture on arrival.
