UK duty on polyamide-coated woven interlining

Read from the UK Trade Tariff on 1 October 2026, heading 5903 covers textile fabrics impregnated, coated, covered or laminated with plastics, excluding heading 5902. For polyamide-coated woven fusible interlining falling within this heading, the relevant other-plastics lines carry 8% duty from China. The snapshot records no anti-dumping or countervailing duty and no attached import controls for these lines.

The snapshot includes a suspension for a specified polyurethane roof fabric elsewhere in the heading and a suspension under 5903 90 99 00 for specified polyester fabric with acrylic latex foam backing. Neither description provides general duty relief for polyamide-coated woven interlining. Budget for 8% unless the actual goods match a listed suspension.

Confirm the commodity code using a physical sample, base-fibre composition and coating description. The table repeats a code for different base-cloth choices; these are not separate tariff subdivisions. Its codes apply only where the goods meet the corresponding tariff description. For the wider heading and a different substrate, see nonwoven fusible interlining.

Specify the base cloth and fusing behaviour

Specify the woven base fibre and blend, weave, usable width, base-cloth mass, finished mass and polyamide adhesive coating mass. Describe the adhesive dot pattern and distribution separately from the base fabric. Agree colour, handle, stretch direction and intended use, such as collars, cuffs or jacket fronts. Keep an approved sample with its matching shell fabric.

Agree fusing temperature, pressure, dwell time and cooling procedure through trials on your actual shell fabric. Check bond strength, adhesive strike-through, shrinkage and appearance after the intended washing or dry-cleaning process. UK REACH applies to substances in articles, and restrictions can limit their placing on the market or use. Ask for a restricted-substances statement covering the base cloth, dyes, finishes and adhesive, with relevant reports for the supplied grade.

Worked duty example

Illustrative example, not a quote: 8,000 square metres of polyamide-coated woven fusible interlining in rolls, illustrative only under 5903 90 91 00, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 8% is £1,216. Import VAT at 20% is charged on the customs value plus duty, £16,416, so it is £3,283.20. Import taxes total £4,499.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,216 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Base cloth: check fibre composition, weave, usable width, mass, shade and roll identification against the approved specification.

Adhesive: inspect dot coverage across the width, missing areas, loose powder and coating contamination; compare coating mass with the approved sample.

Bonding: fuse bulk samples to the intended shell fabric using the agreed settings, then check peel behaviour, strike-through, stiffness and bubbling after cooling.

Aftercare: repeat the intended garment cleaning process and inspect bond retention, differential shrinkage and surface distortion. Record results by batch using an agreed inspection brief.

What goes wrong

An interlining can bond to the factory's demonstration cloth but fail on your shell fabric. Uneven adhesive dots leave weak patches; excessive adhesive can show through lightweight cloth or stiffen the garment. Different shrinkage between the shell and interlining can produce puckering, while unsuitable adhesive or fusing settings can cause separation after cleaning.

Compare bulk material with the approved sample before garment cutting. Keep roll references with each bonding trial and investigate changes in base cloth, adhesive grade or coating settings when results drift. Agree the trial method and acceptance criteria before production.

Frequently asked questions

What is the UK import duty on polyamide-coated woven fusible interlining from China?

The relevant heading 5903 lines carry 8% duty from China in the supplied tariff snapshot, with no anti-dumping or countervailing duty recorded. Confirm that your fabric meets the tariff description.

Is polyamide-coated woven interlining duty-free under the suspension?

The suspension under 5903 90 99 00 describes specified polyester fabric with acrylic latex foam backing. A polyamide adhesive coating alone does not match that description.

What should I send a Chinese interlining factory?

Send the shell fabric, intended garment use and cleaning method, together with the woven base-cloth specification. Agree coating mass, dot pattern and fusing settings through sample trials.

How do I check whether fusible interlining will bubble?

Fuse samples from the bulk to your shell fabric using the agreed settings. Inspect after cooling and again after the intended cleaning process, checking bond retention and differential shrinkage.
