Sourcing TPU laminated textile fabric from China

TPU laminated textile fabric from China normally carries 8% UK duty under the other polyurethane-laminated fabric line. Confirm the construction before choosing the code, and check applicable UK REACH restrictions on its chemicals. Agree film adhesion and waterproof performance before ordering. Duty on TPU laminated fabric

Read from the UK Trade Tariff on 21 October 2026, heading 5903 covers textile fabrics impregnated, coated, covered or laminated with plastics. For TPU laminated textile fabric, the relevant ordinary polyurethane-laminated line is 5903 20 90 90. The table shows different fabric constructions under that same code, rather than separate tariff lines.

Goods from China under that line carry 8% duty. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for it. A separate authorised-use suspension at 0.00 % covers a specifically described polyurethane-foam textile for retractable vehicle roofs; it is not a general relief for TPU membrane fabric.

Confirm the commodity code using the base textile, polymer and cross-section. Plastic sheet with a textile backing where plastic dominates may fall in chapter 39, while finished tents fall in heading 6306. See the wider coated fabrics guide for neighbouring products.

Specify the film and textile together

Specify the base fibre, woven or knitted construction, usable width, total mass, film thickness and which face carries the membrane. Identify the thermoplastic polyurethane grade and any adhesive or surface finish. Keep an approved sample showing the face, backing, handle and stretch.

Agree waterproof performance, breathability where needed, peel adhesion, washing conditions and the intended welding or seam-taping process. Test the complete laminate rather than accepting a report for loose film. UK REACH restrictions can limit, ban or condition substances in articles; ask for chemical evidence covering the film, adhesive, dyes and finishes.

Worked duty example

Illustrative example, not a quote: Illustrative order: 8,000 square metres of TPU-laminated polyester fabric under 5903 20 90 90, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 8% is £1,216. Import VAT at 20% is charged on the customs value plus duty, £16,416, so it is £3,283.20. Import taxes total £4,499.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,216 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Construction: compare the bulk cross-section, film thickness, mass and usable width with the specification and approved sample.

Adhesion: check peel strength across the roll and after the agreed washing and ageing treatment; look for bubbles, edge lifting and separation.

Barrier and seams: test for leakage and pinholes, then weld or tape trial seams using the buyer's intended process.

Roll condition: inspect shade, creases, blocking and surface damage; check roll identification and retain labelled samples from the inspected batch.

What goes wrong

A laminate can look sound yet leak through pinholes or separate after washing. Film thickness can vary across the width, and an adhesive or finish change can alter handle, breathability or seam bonding. Compare bulk samples with the approved construction and repeat the agreed performance checks.

Do not accept a waterproof film report as evidence for the finished fabric or taped seam. Record defects by roll and agree their disposition before shipment. Use testing and certification support to define evidence for the intended application.

Frequently asked questions

What is the UK import duty on TPU laminated fabric from China?

The ordinary polyurethane-laminated fabric line, 5903 20 90 90, carries 8% duty in the supplied tariff record, with no listed anti-dumping or countervailing duty.

Does TPU laminated fabric qualify for the duty suspension?

There is no suspension listed for 5903 20 90 90. The separate vehicle-roof line covers a specifically described polyurethane-foam textile under authorised use.

What should I ask a TPU laminating factory to test?

Ask for film thickness, peel adhesion, leakage and any claimed breathability on the complete laminate. Include washing or ageing and trial welded or taped seams where relevant.

Is a chemical report for the TPU film enough?

Ask for evidence covering the supplied laminate, including adhesive, dyes and finishes. A film-only report leaves the other materials unaddressed.
