Sourcing PTFE-laminated textiles from China
PTFE-laminated textile fabrics within heading 5903 carry a flat 8% UK duty from China, with no listed anti-dumping or countervailing duty. Check the complete laminate against chemical restrictions, rather than relying on the membrane name. Cambridge China Bridge sources PTFE-laminated textile fabrics.

A flat 8% for the relevant laminates
Read from the UK Trade Tariff on 1 October 2026, heading 5903 covers textile fabrics impregnated, coated, covered or laminated with plastics. For PTFE laminates within this heading, the relevant branches are other plastics with the fabric forming the right side, and other coated, covered or laminated fabrics. The table shows construction variants sharing these tariff lines.
Both relevant lines carry 8% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no attached import controls. The suspension under 5903 90 99 00 is restricted to a specified polyester fabric with an acrylic latex foam backing; a PTFE membrane alone does not meet that description.
Send the broker a cross-section, fibre composition, membrane and adhesive details, and the intended use to confirm the commodity code. Plastic-dominant sheet with textile backing may belong in chapter 39, while technical filter cloth needs separate classification review. See the wider laminated textile fabric guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| PTFE-laminated woven fabric, textile forming the right side | 5903 90 91 00 | 8% | None |
| PTFE-laminated woven fabric, other face construction | 5903 90 99 00 | 8% | None |
Specify the membrane and the complete laminate
Specify the textile fibre and construction, usable width, mass per square metre, membrane type, adhesive, backing and face orientation. Distinguish a porous membrane from solid film. Agree water penetration resistance, moisture vapour performance, air permeability and bond strength using named methods and test conditions, including after the intended washing or flexing.
UK REACH restrictions can limit, ban or set conditions on substances. Ask for a restricted-substances statement covering the membrane, adhesive and finishes. Products containing persistent organic pollutants are subject to a sale and use ban with specified exceptions. Ask a laboratory to assess the complete laminate for restricted fluorinated substances, including perfluorooctanoic acid, against the applicable rules and exceptions before ordering.
Worked duty example
Illustrative example, not a quote: Illustrative order: 8,000 square metres of PTFE-laminated woven fabric under 5903 90 91 00, invoiced at £14,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £15,200. Duty at 8% is £1,216. Import VAT at 20% is charged on the customs value plus duty, £16,416, so it is £3,283.20. Import taxes total £4,499.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,216 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Construction: compare bulk samples with the approved laminate, checking textile composition, face orientation, membrane continuity and backing.
Bond: test peel adhesion across and along sampled rolls, including after agreed washing and flexing; inspect for bubbles and edge separation.
Performance: test water penetration, moisture vapour performance and air permeability using the agreed methods; match reports to the supplied grade and lot.
Rolls: measure usable width and length, check shade, creases, pinholes and contamination, and retain labelled samples. Plan sampling through the quality inspection guide.

What goes wrong
A membrane sample can perform differently once bonded to cloth. Adhesive coverage can change permeability, weak bonds can separate during washing, and creases or punctures can create leakage paths. Compare results on the finished laminate, including after the intended treatment, rather than accepting membrane-only data.
Another failure is treating every PTFE laminate as interchangeable. A different backing, adhesive or finish can change handling, seam bonding and performance. Trial the actual fabric with the intended seam tape or joining process, and record approved materials before bulk production.

Frequently asked questions
What is the UK import duty on PTFE-laminated fabric from China?
For PTFE laminates classified under the relevant heading 5903 lines, duty is 8%. The supplied tariff record lists no anti-dumping or countervailing duty.
Does PTFE-laminated fabric qualify for the tariff suspension?
The suspension under 5903 90 99 00 covers a specified acrylic-backed polyester fabric. A PTFE membrane alone does not qualify.
What chemical evidence should I ask the factory for?
Request a restricted-substances statement for the complete laminate and matching laboratory evidence. Include the adhesive and finishes, and assess restricted fluorinated substances.
How do I check waterproof and breathable claims?
Agree test methods and conditions before ordering. Test the finished laminate for water penetration and moisture vapour performance, including after intended washing or flexing.
