UK duty on pharmaceutical glass vials

Read from the UK Trade Tariff on 16 October 2026, heading 7010 covers glass containers used to convey or pack goods and glass closures. For pharmaceutical vials, distinguish glass tubing construction from other manufacturing methods, then check nominal capacity. The table includes separately imported glass closures; rubber stoppers and metal caps need their own classification.

The selected lines show 0% ordinary duty for China and no suspensions. The pharmaceutical lines 7010 90 71 00 and 7010 90 79 00 also show 52.97% residual provisional anti-dumping duty and import registration. Named exporters may qualify for lower rates with the signed invoice declaration described in the published reference guide. A guarantee is required during the provisional remedy. HMRC registers covered Chinese imports; ask your broker to confirm the declaration and security arrangements. The tubing and standalone glass-closure lines show neither measure.

Send your broker the manufacturing method, intended contents, nominal capacity and closure details to confirm the commodity code. For the wider glass-container heading, see the glass candle jars and lids guide.

Specify the glass and the complete closure

Write down tubular or moulded construction, glass composition, clear or amber colour, nominal and brimful capacity, neck finish, dimensions and tolerances. Match the vial to the actual stopper and cap used on your filling line. Approve production samples and retain a reference sample with the drawing.

Agree tests with the medicine manufacturer for glass resistance, interaction with the formulation, particles, closure integrity and any proposed sterilisation process. Define whether the delivery is unwashed, washed or sterilised, and request batch-specific evidence for any cleanliness or sterility claim.

Good manufacturing practice is the minimum production standard for medicines manufacturers. Have the medicine manufacturer's quality team approve the vial specification and test plan before ordering. Use testing and certification support to organise the agreed checks.

Worked duty example

Illustrative example, not a quote: 500 empty tubular glass vials; illustrative order and whole-pound values under 7010 90 21 00, invoiced at £500 free on board, with £50 of freight and insurance to the UK. The customs value is £550. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £550, so it is £110. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure sampled vials against the approved drawing, including neck finish, height, diameter and capacity.

Glass condition: check the mouth and base for chips, cracks, inclusions and visible particles; compare colour with the reference sample.

Closure fit: trial the actual stopper and cap, and review the agreed integrity test results for the assembled pack.

Batch and packing: match carton and batch references to reports, inspect protective trays and sealed wrapping, and isolate damaged or contaminated packs on arrival.

What goes wrong

A vial can look like the sample but have a different neck finish, causing poor stopper seating or inconsistent crimping. Chipped mouths, glass particles and damaged trays can make an otherwise acceptable batch unusable. Inspect the production batch and repeat arrival checks before releasing it to filling.

A generic glass report does not establish compatibility with your formulation or processing conditions. Ask for results tied to the supplied glass and batch. Also confirm the manufacturing method before calculating landed cost: the tariff snapshot treats tubular and other pharmaceutical containers differently for trade remedies.
