Paprika powder: 4% base duty, 0% suspension

Read from the UK Trade Tariff on 7 November 2026, heading 0904 covers pepper and dried, crushed or ground Capsicum and Pimenta fruit. Sweet paprika powder falls under 0904 22 00 11; other ground Capsicum falls under 0904 22 00 19. The table includes whole dried pepper inputs for comparison. See the pepper and dried chillies guide for the wider heading.

Both powder lines have 4% base duty for goods from China and a recorded 0% autonomous suspension, excluding mixtures, preparations and products containing different components. The supplied facts record no anti-dumping or countervailing duty on these lines. The tariff also attaches organic import control: organic claims require a Certificate of Inspection. The exporter’s control body issues this certificate; confirm the shipment’s documentation and acceptance with your customs broker.

Confirm the species, composition and ground form before choosing the commodity code. A paprika seasoning containing salt or other ingredients needs separate classification review. Do not apply the powder rate to whole pods or assume that a blend qualifies for the suspension.

Specify colour, heat and composition

Specify sweet or hot paprika, botanical identity, whether smoked, and whether the powder contains only ground pepper. Agree colour, pungency, grind, moisture and seed or stalk content against an approved sample. Describe the intended use, such as sauce manufacture or dry seasoning, so the sample can be assessed in the buyer’s actual process.

Agree batch testing for aflatoxins, ochratoxin A, pesticide residues, illegal dyes and Salmonella before shipment. The published wider-heading guide identifies contaminant and pesticide limits for these spices. Ask for reports tied to the production lot and retain a sealed reference sample. Confirm with the relevant food safety authority the retail labelling requirements for the product name, net quantity, business address and ingredients where blended.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5 tonnes of sweet paprika powder; confirm suspension eligibility before calculating duty. under 0904 22 00 11, invoiced at £15,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £16,500. Duty at 4% is £660. Import VAT at 20% is charged on the customs value plus duty, £17,160, so it is £3,432. Import taxes total £4,092; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £660 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the lot, composition and sweet or hot description to the order and laboratory reports.

Colour and flavour: compare with the approved sample in the intended food application; check heat and any agreed smoke character.

Condition: check moisture results, caking, foreign matter, insect damage and pack seals on arrival.

Evidence and labels: check batch test results and retail particulars; for organic claims, check the inspection certificate with the broker.

What goes wrong

A red sample can conceal a different heat level or excessive seed and stalk content. Damp storage causes caking and can accompany mould contamination; colour can vary between lots. A supplier’s generic test report gives little assurance about the delivered batch. Keep suspect stock separate while investigating and compare the retained sample with the arrival sample.

Check the current high-risk food list before booking and ask your customs broker to confirm whether your consignment needs pre-notification or border checks. Do not assume that an earlier shipment settles the next consignment’s requirements. Agree the laboratory scope through testing and certification before production.
