Sourcing paper converting machinery from China

Zero duty

Read from the UK Trade Tariff on 26 September 2026, combined reel slitting and rewinding machines, other slitting and cross-cutting machines, guillotines, machines for making bags, sacks or envelopes, machines for making cartons, boxes, tubes and drums, machines for moulding paper pulp articles, other machinery and parts of heading 8441 carried 0% duty on goods from China, with no anti-dumping measure.

Printing machines are in heading 8443 and machinery for making paper itself in 8439; confirm the commodity code.

Machinery safety

Converting machines must meet the Supply of Machinery (Safety) Regulations 2008, with interlocked guards, emergency stops, a declaration of conformity and UKCA or CE marking. The EN 1010 series covers safety of printing and paper converting machines, including cutting machines such as guillotines in EN 1010-3, so ask which parts the maker applied and for the light curtain or two-hand control certificates on guillotines.

Pulp moulding lines that make food packaging also need the moulds and pulp furnish to suit food contact, and many lines include dryers and hot presses with their own electrical and burner safety.

Worked duty example

Take a hypothetical order of two automatic paper bag making machines, entered under 8441 20 00 00: £96,000 free on board plus £6,000 of freight and insurance gives a customs value of £102,000. Paper bag machines carry no duty, so import VAT of 20% on £102,000, £20,400, is the only tax. A VAT-registered importer normally reclaims it, so the border adds no lasting cost. What goes wrong

Converting machines fail on speed, changeover and controls. Machines quoted at a top speed that holds only for one bag size and paper weight fall short on the buyer's range, changeovers take hours because size parts are missing, and glue systems clog. Guillotine safety systems may not be certified, controllers arrive with Chinese-only screens, and electrical cabinets are wired for a different supply.

Agree a factory acceptance test on your own paper and sizes, measuring speed, waste and changeover time, check guards, interlocks and the safety controller, confirm the controller language and remote support, and ask for a spare parts kit, size parts and electrical and pneumatic drawings.
