Duty and the contents of the set

Read from the UK Trade Tariff on 4 October 2026, heading 8206 covers tools of two or more of headings 8202 to 8205, put up in sets for retail sale. A panel beating kit's name does not establish its classification. Sets containing only tools within heading 8205 have a separate line. Check the complete contents before treating a hammer-and-dolly kit as heading 8206.

The supplied line, 8206 00 00 00, carries 2% duty for goods from China. The tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls. The table shows mixed panel beating set variants sharing this code, rather than separate tariff lines; each must meet the heading's retail-set description.

Send the packing list, component descriptions and retail presentation to your customs broker and use the commodity code guide. For the wider heading, see mechanics hand tool sets.

Specify hammer faces, dollies and handles

List every tool and its intended operation: rough shaping, planishing or working behind curved panels. Specify hammer head shape, face curvature, surface finish, head weight, handle material and attachment method. Define each dolly's working profiles and dimensions, and identify which faces should be polished. State whether the kit is intended for steel panels, aluminium panels or both.

Agree steel grades, heat treatment and hardness acceptance criteria with the factory. Approve samples through a panel-working trial, checking surface marking, grip and access behind the panel. Specify case retention, corrosion protection and the complete packing list.

Suppliers must supply safe work equipment. Confirm with HSE what safe-use information must accompany tools supplied for use at work. Request instructions covering intended applications, checking head security and recognising damage. If the sets are sold to consumers, importers and sellers are responsible for their safety.

Worked duty example

Illustrative example, not a quote: Illustrative stock order of cased panel beating sets with hammers, dollies and spanners for a workshop supplier under 8206 00 00 00, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 2% is £640. Import VAT at 20% is charged on the customs value plus duty, £32,640, so it is £6,528. Import taxes total £7,168; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £640 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Working faces: compare hammer curvature and dolly profiles with approved samples; check for pits, grinding ridges, sharp edges and unintended roughness.

Material: compare material and heat-treatment records with the specification; check sample hardness and inspect heads and dollies for cracks.

Handles and trial: check head attachment, wedges or bonding as applicable; trial representative tools on the agreed panel material and examine surface marking and loosening.

Arrival condition: count every component, check corrosion and transit damage, and confirm that case latches and tool retention work. Agree the sampling and checks through the inspection guide.

What goes wrong

Rough hammer faces and poorly finished dollies transfer marks into the panel. Unsuitable face curvature makes controlled planishing difficult. Incorrect heat treatment can leave working faces prone to deformation or chipping, while loose heads and split handles make the set unsuitable for use.

A case can look complete while containing duplicate dolly shapes or missing the profile needed for the job. Heavy tools can escape their recesses and damage neighbouring faces in transit. Compare arrivals with the approved packing list and trial sample, and hold damaged tools aside for assessment.
