Sourcing HVAC hand tool sets from China

HVAC hand tool sets qualifying under heading 8206 carry a single UK duty rate of 2% from China. The retail set must combine tools from different headings within 8202 to 8205. Tools supplied for use at work must be safe so far as reasonably practicable and include adequate safe-use information. Cambridge China Bridge sources HVAC hand tool sets.

Duty and classification for HVAC hand tool sets

Read from the UK Trade Tariff on 4 October 2026, heading 8206 covers tools of two or more of headings 8202 to 8205, put up in sets for retail sale. HVAC describes the application, rather than a separate tariff subdivision. The table shows product variants sharing the supplied commodity line.

The supplied line, 8206 00 00 00, carries 2% duty for goods from China. The tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls. A carrying case alone does not establish classification: check the actual tools and how the set is presented for sale.

Confirm the contents against the commodity code guide, particularly where the kit contains only tools within the same heading. For wider coverage, see the plumbing hand tool sets guide.

Specify the tube work and fastener access

Provide an itemised contents list covering tool sizes, quantities, materials and case positions. Specify metric or imperial fasteners, screwdriver tip profiles, socket drives and access around service valves and equipment panels. For tube cutters, state tube material, outside diameter range, wall thickness and required clearance around installed pipework.

Where included, agree the flare profile, clamping method and tube compatibility for flaring tools. Specify duct snip cutting direction and intended sheet material. Approve trials using representative tubing, fittings and sheet, checking cut quality, tube distortion, flare shape and fastener fit.

Tools supplied for use at work must be safe so far as reasonably practicable and accompanied by adequate safe-use information. Request instructions covering intended materials, operating limits, sharp edges and damaged tools. Consumer-use sets supplied in Great Britain are also subject to general product safety requirements.

Worked duty example

Illustrative example, not a quote: Illustrative stock order of cased HVAC spanner and screwdriver sets for an installation business under 8206 00 00 00, invoiced at £4,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £6,000. Duty at 2% is £120. Import VAT at 20% is charged on the customs value plus duty, £6,120, so it is £1,224. Import taxes total £1,344; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £120 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Contents and fit: count tools against the approved list; gauge spanner openings, socket fit and screwdriver tips; check access on representative valves and panel fasteners.

Tube work: trial cutters on the agreed tubing; inspect cut squareness, burrs, crushed tube ends and cutting-wheel movement. Where included, check flare shape, symmetry and clamp slip.

Strength and finish: compare material records and sampled hardness with the specification; test agreed loads, ratchet engagement, handle security, cutting edges and plating adhesion.

Arrival condition: check corrosion, loose components, missing instructions and broken case latches; confirm tools remain secured in their pockets. Agree sampling and acceptance checks through the inspection guide.

What goes wrong

A kit can contain the advertised tools yet miss the sizes or access needed for the buyer's equipment. Spanners with loose jaw fit damage fittings, screwdriver tips slip in panel screws, and tube cutters can leave heavy burrs or distort thin-walled tubing. Test the complete kit on representative installation materials before approving production.

Flaring clamps can slip or mark tubing, leaving uneven flares. Brittle cutting edges chip, loose handles twist and poorly retained tools damage each other in transit. Keep the approved sample and test results as the comparison point when checking the shipment.
