UK duty and tariff controls

Read from the UK Trade Tariff on 1 November 2026, heading 8713 covers carriages for disabled persons. Manual paediatric wheelchairs fall under 8713 10 00 00; mechanically propelled models fall under 8713 90 00 00. Both carry 0% duty on goods from China, with no anti-dumping or countervailing duty or suspension recorded in the supplied tariff facts.

The powered-model code carries an import waste control. Waste shipment controls apply only where the goods are waste. For imports into England under notification controls, the exporter must obtain consent through the competent authority in the dispatch country. Confirm applicability to any shipment from China with your customs broker. The tariff also lists a cultural-goods export licence control on both codes and a waste export control on the powered code; ask the broker about these if exporting.

The table repeats the supplied codes for different wheelchair configurations; these are not separate tariff subdivisions. Confirm the complete chair's propulsion and description using finding your commodity code. For the wider product family, see wheelchairs and mobility scooters.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 November 2026.

Seating, growth adjustment and intended use

Specify seat width and depth, backrest height, footrest adjustment, user weight limit and the intended use. Agree the growth adjustment range, lateral supports, headrest, positioning straps and removable components against drawings and an approved sample. For tilt or recline models, define the adjustment mechanism, locking positions and stability checks. Have a seating professional review the proposed configuration for its intended users.

For sale in Great Britain, confirm the applicable UKCA or accepted CE marking route for paediatric wheelchairs with MHRA; MHRA registration is required before market placement. The overseas manufacturer must appoint a UK Responsible Person. Ask for the declaration of conformity, model-specific technical evidence and registration details. For powered chairs, also request battery, charger and electromagnetic compatibility evidence. Arrange testing and certification checks before approving production.

Worked duty example

Illustrative example, not a quote: 200 manual paediatric wheelchairs, illustrative order under 8713 10 00 00, invoiced at £64,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £69,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £69,000, so it is £13,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Seating: measure the seat, backrest and footrest positions against the agreed drawings; check adjustment locks, support padding and strap attachments.

Frame and brakes: inspect welds, folding locks, wheel attachment and caster alignment; check parking brakes and stability with the agreed seating configuration.

Powered functions: check joystick position, cable routing, drive response, stopping behaviour, charger plug and operation of any powered seating mechanism.

Documents and arrival condition: match model identifiers, conformity marking, registration details, user weight limits and English instructions; inspect cartons, upholstery and removable parts for damage. Use the agreed inspection checklist before dispatch and repeat the receiving checks on arrival.

What goes wrong

A chair can match a catalogue photograph yet have the wrong seat depth, insufficient footrest adjustment or supports that interfere with folding. Loose adjustment clamps, poorly secured straps, misaligned casters and brakes set for the wrong tyre position can make the delivered configuration unusable. Record the approved settings and accessories for each model, and agree spare upholstery, castors, brake parts and adjustment hardware.

A generic test report may describe a different frame or seating configuration. Compare its model and drawings with the actual chair, especially after changes to tilt mechanisms, wheel positions or supports. MHRA registration is not product approval or certification. Keep conformity evidence separate from registration confirmation, and agree a UK repair route before shipment.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.

Frequently asked questions

What is the UK import duty on paediatric wheelchairs from China?

The supplied tariff facts show 0% duty for both manual and powered paediatric wheelchairs, with no anti-dumping or countervailing duty recorded.

Do children's wheelchairs need medical device registration?

Yes. Before sale in Great Britain, they need MHRA registration and conformity marking under the medical device rules. The overseas manufacturer must appoint a UK Responsible Person.

What should I specify for a paediatric wheelchair?

Fix seat dimensions, user weight limit, growth adjustments, footrest positions, supports, straps and intended use. Approve the complete seating configuration, including any tilt or recline mechanism.

Does the waste control apply to new powered wheelchairs?

Waste shipment controls apply only where the goods are waste. The tariff attaches a waste import control to the powered code; confirm the shipment's status and declaration requirements with your customs broker.
