UK duty on beach wheelchairs

Read from the UK Trade Tariff on 5 October 2026, heading 8713 covers carriages for disabled persons, whether or not motorised. Manual beach wheelchairs fall within 8713 10 00 00; mechanically propelled models fall within 8713 90 00 00. The table repeats these codes for different chair configurations rather than implying separate tariff lines.

Both supplied lines carry 0% duty for goods from China. The snapshot records no anti-dumping or countervailing measures and no suspensions. It also lists DCMS Export Licence entries on both codes, plus Import control - waste and Export control - Waste on the mechanically propelled line.

If a consignment from China is waste subject to notification controls, it cannot ship until the dispatch, destination and transit authorities have consented. Confirm waste status, required paperwork and the attached control with your customs broker before shipment. Check the complete chair's propulsion and intended use when confirming your commodity code.

Specify sand tyres, transfers and water-use limits

Agree whether the chair is attendant-pushed or powered, its user weight limit, seat dimensions, transfer arrangements and dismantled storage size. Fix tyre construction, inflation guidance, axle retention, frame material and corrosion protection. Have the supplier demonstrate the approved sample on loose sand and firm access paths under the agreed load. Define whether use is restricted to dry sand or includes contact with seawater.

For Great Britain sales, wheelchairs need registration with the Medicines and Healthcare products Regulatory Agency. Confirm the applicable UKCA or accepted CE marking route and whether the overseas manufacturer needs a UK Responsible Person with the agency. Without registration, a device cannot lawfully be placed on the Great Britain market. Match the documents to the exact beach model. For related wheelchair sourcing, see paediatric wheelchairs.

Worked duty example

Illustrative example, not a quote: 8 manual beach wheelchairs for a hire operator, illustrative only under 8713 10 00 00, invoiced at £5,000 free on board, with £200 of freight and insurance to the UK. The customs value is £5,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Tyres and axles: check tyre specification, valve access, inflation instructions, wheel clearance and axle locking against the approved sample.

Frame and transfers: inspect welds, fasteners, seat attachments, removable armrests and footrests; check stability and any parking brake during the agreed transfer procedure.

Beach exposure: check coating coverage, drainage, corrosion-test evidence and access for rinsing sand from bearings and joints; match water-use limits to the instructions.

Documents and arrival condition: match conformity marking, registration evidence, model identification, user weight limit and English instructions; inspect tyres and frames for transit damage through the inspection process.

What goes wrong

A chair demonstrated on a hard floor may be difficult to push on loose sand. Tyres can rub against the frame under load, sand can obstruct wheel fittings, and exposed fasteners can corrode after saltwater contact. Check the assembled sample under the intended conditions before approving production.

Removable parts can loosen during transfers, while a general wheelchair report may cover a different frame or wheel arrangement. Agree replacement tyres, bearings, axle fittings and cleaning instructions. Do not assume a beach wheelchair is suitable for immersion or flotation; obtain explicit manufacturer evidence and operating limits before offering water use.

Frequently asked questions

What is the UK import duty on beach wheelchairs from China?

The supplied tariff snapshot records 0% duty for both manual and powered beach wheelchairs under heading 8713, with no anti-dumping or countervailing measures.

Do beach wheelchairs need CE or UKCA marking?

For Great Britain sales, wheelchairs need medical device registration. Confirm the applicable UKCA or accepted CE route and whether the overseas manufacturer needs a UK Responsible Person with MHRA.

Can a beach wheelchair be used in the sea?

Do not assume it can. Ask for the exact model's permitted water exposure, stability evidence, supervision instructions and cleaning procedure. Beach use alone does not establish suitability for immersion or flotation.

What should I test before ordering beach wheelchairs?

Test pushing or driving on representative sand, stability during transfers, axle retention, wheel clearance and cleaning access. Match the tested chair to the frame, tyres and seating you intend to buy.
