UK duty and tariff controls

Heading 8713 covers carriages for disabled persons. For tilt-in-space wheelchairs, the relevant distinction is whether the chair is mechanically propelled. The table repeats the available commodity lines for different buyer configurations; these are not separate tariff subdivisions. Confirm the classification of a chair with powered seating adjustment separately from its propulsion method.

Read from the UK Trade Tariff on 5 October 2026, both listed commodity lines carry 0% duty on goods from China. The supplied tariff records show no anti-dumping or countervailing measures and no suspensions. Both lines also list a cultural-object export licence control, and the other-carriages line lists an export waste control. Ask your customs broker to confirm their relevance if you later export the chairs.

The other-carriages line also carries an import waste control. For goods from China declared as waste, confirm the applicable procedure with your customs broker before shipment. Where notification controls apply to imports into England, shipment can start only after consent from the Environment Agency and the other competent authorities involved. Confirm the exact commodity code before ordering.

Specify the tilt mechanism and seating configuration

Describe whether the seat and backrest tilt together, whether the backrest also reclines independently, and how each movement is controlled and locked. Agree seat width and depth, the user weight limit, head support, lateral supports, leg rests, cushion attachment and transfer access. Record the approved configuration in the purchase specification rather than relying on catalogue photographs.

For Great Britain sales, wheelchairs are subject to medical-device marking requirements and registration with the Medicines and Healthcare products Regulatory Agency. Confirm the applicable UKCA or CE marking route and whether the Chinese manufacturer needs a UK Responsible Person with the agency. Ask for the technical file and model-specific test reports, and use testing and certification support to review the evidence against the chair actually ordered.

Agree replacement tilt actuators or gas springs, locking cables, castors, brake parts and upholstery, with a repair route for the buyer. If the requirement includes raising the user into a standing position, compare the related standing-wheelchair guide and specify that function separately.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 manual tilt-in-space wheelchairs under 8713 10 00 00, invoiced at £64,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £69,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £69,000, so it is £13,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Tilt and locks: operate the complete adjustment range with a representative test load, following the manufacturer's test instructions. Check that the seat holds its position, releases deliberately and has no cable snagging or accessible trapping points.

Stability and brakes: review model-specific stability, brake and strength reports. Check parking brakes, castor movement, anti-tip components and wheel clearance at the approved seating positions.

Seating and frame: compare dimensions and supports with the approved sample. Inspect pivot play, welds, fasteners, upholstery fixings and removable armrests or leg rests. Repeat these checks on arrival to identify transport damage.

Documents and configuration: match the chair's model, marking, user weight limit and English instructions to the order. On powered chairs, check controls, battery and charger evidence. Include these checks in the inspection brief.

What goes wrong

A reclining backrest can be supplied when the buyer expected the whole seating assembly to tilt. Other problems to check for include tilt locks that creep under load, release cables trapped during adjustment, loose pivots and leg rests that strike the frame. A report for a different seating configuration leaves the buyer without evidence for the chair supplied. Freeze the approved configuration and check adjustment, braking and stability before shipment and on arrival.

Frequently asked questions

What is the UK import duty on tilt-in-space wheelchairs from China?

Both relevant lines in heading 8713 carry 0% duty in the supplied tariff reading. No anti-dumping or countervailing measures are recorded.

Do tilt-in-space wheelchairs need medical-device registration?

Yes. Before a medical device is placed on the Great Britain market, it must be registered with the Medicines and Healthcare products Regulatory Agency. Medical-device marking rules also apply.

Is tilt-in-space the same as a reclining wheelchair?

Specify the movement explicitly: whole-seat tilt and independent backrest recline are different functions. Check the approved sample rather than accepting the supplier's product name.

What should I check when tilt-in-space wheelchairs arrive?

Check tilt locks under a representative test load, brakes, pivot play, seating dimensions, supports and transit damage. Match the model and supplied instructions to the approved configuration.
