Sourcing non-cellular PTFE film from China
Non-cellular PTFE film from China normally carries 6% UK duty; narrowly specified suspended goods can qualify for 0%. Heading 3920 covers film without reinforcement or backing. Confirm the exact construction and suspension conditions before ordering. Cambridge China Bridge sources non-cellular PTFE film.

Normally 6%, with narrow suspensions
Read from the UK Trade Tariff on 30 September 2026, heading 3920 covers non-cellular plastic plates, sheets, film, foil and strip that are not reinforced, laminated, supported or similarly combined with other materials. For non-cellular PTFE film, the relevant general line in the supplied tariff extract is 3920 99 59 90. The table shows purchasing forms sharing that line, rather than separate tariff classifications.
This line carries 6% duty for goods from China, with no anti-dumping or countervailing measure and no attached import controls in the supplied extract. It also lists 0% autonomous suspensions, including an authorised-use measure. The footnotes describe particular tetrafluoroethylene rolls for semiconductor manufacture and fluorinated ethylene propylene film. They are partly truncated: confirm the complete specification and applicable procedure with your customs broker before claiming relief.
Confirm the commodity code using the resin identity, cellular structure, backing, reinforcement and adhesive details. Foam, reinforced or laminated material and self-adhesive film are classified elsewhere. See plastic film and sheet for the wider heading. Authorised-use relief concerns eligible goods imported for specific purposes; ask your broker which authorisation route applies.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |

Specify PTFE grade, gauge and surface
Write polytetrafluoroethylene in the specification rather than accepting a generic fluoropolymer description. Agree virgin or reprocessed resin, fillers, skived or cast construction, thickness tolerance, width, usable roll length, core dimensions and permitted joins. State whether the film must remain untreated or have a treated bonding face, and how that face will be identified.
Describe the actual job: electrical insulation, release lining or a component for further conversion. Agree acceptance tests against a retained sample, including pinholes, tensile behaviour and bonding performance where relevant. For food-contact use, confirm with the relevant food authority what declaration of compliance and migration evidence is needed for the actual film and intended conditions.
REACH restrictions can limit, ban or set conditions on substances placed on the market or used. Ask for composition and applicable restriction evidence for the supplied grade, including fillers and surface treatment. A generic statement about the resin does not establish the composition of the delivered film.
Worked duty example
Illustrative example, not a quote: 20 rolls of untreated non-cellular PTFE film; illustrative order, not a quotation under 3920 99 59 90, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the resin grade, filler declaration, manufacturing method and batch records to the approved sample.
Dimensions: measure thickness across the width and along unwound lengths; check slit width, usable length, joins and edge condition against the purchase specification.
Surface: inspect unwound film for pinholes, scratches, contamination and creases; trial the treated face with the intended adhesive or conversion process.
Packing: check cores, roll edges, protective wrapping and batch labels on arrival. Retain labelled samples and photographs through quality inspection.

What goes wrong
Orders fail when a supplier substitutes a different fluoropolymer, changes the filler package or supplies porous material against a solid-film specification. Gauge variation, pinholes and damaged edges can undermine the intended insulation or release function. A bonding trial can expose an untreated face or inconsistent treatment before the film reaches production.
Costing also fails when a suspension for a narrowly described technical film is treated as a general PTFE exemption. Compare the full tariff footnote with the batch specification, rather than relying on the supplier's product name. Keep the approved sample and agree how rejected rolls will be identified and replaced.

Frequently asked questions
What is the UK import duty on PTFE film from China?
The supplied tariff extract lists 6% under 3920 99 59 90, with narrow 0% suspensions. No anti-dumping or countervailing duty is listed. Confirm the full suspension conditions before claiming relief.
Does all PTFE film qualify for zero duty?
No. The suspension footnotes describe particular technical films and include an authorised-use measure. The supplied footnotes are truncated, so have your broker check the complete wording.
Can I use PTFE film in contact with food?
For food-contact film, confirm with the relevant food authority what declaration of compliance and migration evidence is needed for the actual grade and intended conditions. A supplier's general food-grade claim is insufficient for assessing the order.
What should I check before accepting PTFE film rolls?
Check resin identity, thickness variation, pinholes, surface treatment, slit edges, joins and core damage. Trial a sample in your intended process and match each roll to its batch records.
