Sourcing non-cellular ETFE film from China

Non-cellular ETFE film from China normally carries 6% UK duty; the relevant line also lists conditional 0% suspensions, which should not be assumed to cover ordinary film. Check the exact construction and intended use, including relevant UK REACH restrictions. Cambridge China Bridge sources non-cellular ETFE film.

6% standard duty; conditional suspensions

Read from the UK Trade Tariff on 30 September 2026, heading 3920 covers non-cellular plastic plates, sheets, film, foil and strip that are not reinforced, laminated, supported or similarly combined with other materials. The table shows purchasing variants against the same residual line, 3920 99 59 90, rather than separate tariff subdivisions.

That line carries 6% duty for goods from China and records no anti-dumping or countervailing duty and no attached import controls. It lists 0% autonomous and authorised-use suspensions for narrowly described films. The supplied suspension descriptions are incomplete, so budget at 6% unless your broker confirms eligibility from the full wording. Authorised-use relief requires authorisation.

Give your broker the resin composition, film construction, surface treatment and intended use to confirm the commodity code. Reinforced, laminated and self-adhesive products need a separate classification check. See the related non-cellular PTFE film guide for wider heading context and UK import duty and VAT for the calculation method.

Specify the ETFE grade and converting process

Specify ethylene-tetrafluoroethylene copolymer explicitly, rather than accepting a description of fluoropolymer film. Record the resin producer and grade, permitted recycled content, thickness tolerance across the width, usable width, roll length, core dimensions and winding direction. State whether the film is clear, coloured, printed or surface-treated, and identify the treated face.

For roofing or cushions, agree optical transmission, haze, print coverage, tensile behaviour and weld performance with the fabricator. Request fire and weathering reports matching the supplied grade and construction. For construction-product supply in Great Britain, CE marking remains available; confirm the applicable conformity route with your adviser. UK REACH restrictions can concern chemicals in articles, so review the film composition and additives.

For electrical insulation or release applications, agree the operating conditions and test the actual film in your process. If the film will touch food, obtain a declaration of compliance and migration testing for the actual material, as explained in the site's published plastic film guide.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 rolls of non-cellular ETFE film under 3920 99 59 90, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the resin grade, batch certificate and roll labels to the approved sample; investigate any substitution of another fluoropolymer.

Dimensions: measure thickness across the usable width and along unwound samples; check slit width, roll length records and edge damage against the order.

Surface and performance: inspect against transmitted light for pinholes, gels, scratches and contamination; compare clarity, colour and print coverage, then trial welding or bonding where relevant.

Packing and traceability: check cores, roll ends, protective wrapping and batch identification on arrival; retain labelled samples. Agree these checks before shipment using the inspection guide.

What goes wrong

A generic fluoropolymer description can conceal a resin substitution. Uneven gauge, damaged edges and pinholes can undermine fabrication, while incorrect surface treatment can cause print or bonding failure. Creases, telescoped rolls and crushed cores can leave apparently sound film unusable. Compare the delivered batch with the approved sample before converting it.

Another failure is treating a tariff suspension or a fire report as transferable between grades and applications. Confirm the complete suspension wording before claiming relief, and check that test reports identify the supplied film and the construction being assessed. A successful weld trial on a sample does not establish the performance of a completed roofing system.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on ETFE film from China?

The relevant residual line, 3920 99 59 90, carries 6% standard duty. It lists conditional 0% suspensions; confirm the complete conditions before claiming one. No trade remedy is recorded in the supplied data.

Does all ETFE film qualify for zero duty?

Do not assume so. The supplied suspension descriptions are incomplete and narrowly specified. Ask your broker to check the full wording against the exact film and use; authorised-use relief requires authorisation.

What should I specify for ETFE roofing film?

Specify resin grade, thickness tolerance, usable width, optical properties, print coverage and welding behaviour. Request fire and weathering reports matching the film and intended construction.

How do I inspect ETFE film rolls?

Check batch identity, thickness across the width, edges, pinholes, surface contamination and winding damage. Trial the actual film in your welding, printing or bonding process before releasing the batch.
