Read from the UK Trade Tariff on 4 October 2026, heading 3914 covers polymer-based ion exchangers in primary forms. Loose nitrate-selective resin falls within the other category, 3914 00 00 90. The supplied record shows 0% duty for goods from China, no anti-dumping or countervailing measure, and no suspension. It attaches waste import and export controls. Waste shipment controls apply only to material classed as waste. For spent resin from China, confirm the applicable import requirements with your customs broker. If notification controls apply to a shipment into England, complete and submit the movement form before shipping.

Confirm the commodity code using the composition, ionic form and supplied condition. Filled cartridges and vessels are classified separately from loose resin. The listed nickel-loaded agarose suspension is a different product from nitrate-selective water-treatment resin.

Specify nitrate performance in your feed water

Specify the polymer matrix, bead structure, functional group, supplied ionic form, water retention, particle size distribution and total exchange capacity. Ask for nitrate-selectivity evidence that identifies the test water and method. Agree a trial using your feed water, including its sulphate, chloride and bicarbonate content, with an agreed nitrate breakthrough endpoint.

Record the operating flow, bed arrangement, regenerant, regeneration procedure and rinse endpoint. Compare nitrate removal before and after regeneration rather than accepting total exchange capacity as the purchase criterion. Ask a chemical compliance adviser to check the UK REACH registration position for constituent monomers and other reactants.

For water-company treatment in England and Wales, confirm any applicable public-water approval route with the relevant drinking-water authority and agree the customer's requirements. Obtain evidence for the exact resin grade and intended use before ordering; an industrial nitrate-removal datasheet alone does not establish suitability for that application.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 bags of nitrate-selective resin, each containing 25 litres under 3914 00 00 90, invoiced at £2,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £3,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,500, so it is £700. Inspection checklist

Identity: match the grade, ionic form and batch labels to the order and certificate of analysis.

Performance: test a retained batch sample with the agreed feed water and compare nitrate breakthrough and regeneration results with the approved sample.

Beads: check wet particle size distribution, cracked beads and fines, alongside water retention and exchange capacity.

Packing: check seals, leakage and signs of drying or freezing; rinse a sample and check colour and odour. Use the quality inspection guide to define sampling.

What goes wrong

A general anion resin may be supplied against a nitrate-selective specification. A capacity certificate alone does not demonstrate the nitrate performance you agreed. Test the offered grade in representative feed water, then retain an approved sample for batch comparison.

Drying, cracked beads and fines can undermine operation even when the grade is correct. Unexpected rinse colour or odour also needs investigation before loading the resin into service. Agree storage instructions and acceptance criteria, and check the factory's laboratory through factory verification.
