UK duty on moulded waterproof safety shoes

Heading 6401 covers waterproof footwear with rubber or plastic outer soles and uppers, whose uppers are neither fixed to the sole nor assembled by stitching, riveting, nailing, screwing, plugging or similar processes. Read from the UK Trade Tariff on 1 October 2026, all supplied lines carried 16% duty for goods from China. The supplied records show no anti-dumping or countervailing duty, suspension or attached import control. This tariff position does not replace the safety-footwear checks needed before sale.

Send your customs broker photographs, upper and sole materials, construction details, coverage height and toecap material. Confirm the commodity code for each design. The protective metal-toecap line is distinct from the other footwear lines; do not choose a code solely because the supplier calls the product a safety shoe.

Specify the moulded shell, toecap and grip

Agree rubber or plastic formulation, shell thickness, mould seams, tread pattern, lining attachment and removable insole construction. Specify internal length, width, instep space and clearance around the toecap across the size range. Record the intended wet surfaces and any claimed penetration resistance, then match the test brief to those claims.

Safety footwear is personal protective equipment. Obtain the type examination certificate, test report and declaration of conformity for the exact model. Great Britain recognises CE marking alongside UKCA, subject to the applicable conformity requirements. Instructions and safety information must be clear, legible and in easily understandable English. Arrange testing and certification before production.

UK REACH restrictions can limit, ban or set conditions on substances. Ask the laboratory to assess the actual rubber or plastic compound, plasticisers, pigments and lining materials, including applicable phthalate and polycyclic aromatic hydrocarbon restrictions. Agree that the factory will seek approval before changing the formulation.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size order of moulded waterproof safety shoes with metal toecaps; values are not a quotation under 6401 10 00 00, invoiced at £18,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £20,500. Duty at 16% is £3,280. Import VAT at 20% is charged on the customs value plus duty, £23,780, so it is £4,756. Inspection checklist

Protection and documents: match the model, toecap construction and claimed protective features to the certificate and test report; compare the conformity marking and supplied English instructions with the approved paperwork.

Leaks and flexing: sample across sizes, water-test the moulded shell and sole junction, then flex the forefoot and inspect seams, thin areas and lining bonds for cracking or separation.

Fit and pairing: measure internal length and width against the approved size chart, check toe clearance, and confirm that each pair has matching size markings and insoles.

Tread and materials: compare tread depth and moulding with the approved sample, inspect for flash and blocked grooves, and match bulk material reports to the agreed compound. An appearance check cannot establish slip resistance.

What goes wrong

Waterproof samples can conceal thin moulded areas that leak or crack in bulk production. Linings can detach, insoles can move underfoot, and a toecap can leave too little space even when the nominal size is correct. Check the finished shoe across the size range, rather than approving only the shell.

A supplier may offer paperwork for a similar model while changing the compound, tread or toecap in your order. Match documents to the approved construction and hold discrepant stock for investigation. Keep an approved sample and record each agreed material change so repeat orders can be compared.
