Sourcing mineral transformer oils from China
Mineral transformer oils under the electrical insulating oils line carry 2% UK duty, with no duty variation between the grades listed here. Check crude origin: oil processed in China from Russian crude is subject to an import prohibition unless licensed. Cambridge China Bridge sources mineral transformer oils.

Duty on mineral transformer oils
Read from the UK Trade Tariff on 9 October 2026, mineral transformer oils fall within heading 2710's petroleum oils and preparations. The electrical insulating oils line is 2710 19 93 00. The table shows different purchasing specifications within this same tariff line.
Goods from China under this line carry 2% duty. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension. It attaches an import control on restricted goods and technologies. UK guidance prohibits importing relevant oil products processed in a third country using Russian crude unless licensed. Obtain supply-chain evidence identifying the refinery and crude origin, and confirm the declaration requirements with your customs broker.
Confirm the commodity code against the composition and insulating use before ordering. Do not apply a base-oil suspension to finished transformer oil merely because the supplier calls it base oil. For other petroleum lubricants, see lubricants and motor oils. For compressor applications, see our mineral compressor oil sourcing guide. For hydraulic applications, see our mineral hydraulic oil sourcing guide. For cylinder lubrication, see our mineral cylinder oil sourcing guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Uninhibited mineral transformer insulating oil | 2710 19 93 00 | 2% | None |
Specify the insulating performance and formulation
Specify mineral base stock, inhibited or uninhibited formulation, additive identity and content, and compatibility with the intended transformer and its existing oil. Agree acceptance limits and test methods for breakdown voltage, water, dielectric loss, acidity, viscosity, flash point and low-temperature behaviour. Ask for corrosive sulphur test results and a batch certificate of analysis. Require written agreement before formulation changes.
For Great Britain, check UK REACH registration coverage for each imported substance at or above 1 tonne per year, including substances in mixtures. A supplier's appointed representative may take on registration duties. Hazardous chemicals supplied for workplace use require a safety data sheet. Ask for an English GB safety data sheet and settle labels against the classification before production.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of mineral transformer oil in sealed drums under 2710 19 93 00, invoiced at £36,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £40,000. Duty at 2% is £800. Import VAT at 20% is charged on the customs value plus duty, £40,800, so it is £8,160. Import taxes total £8,960; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £800 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Electrical performance: send a sealed batch sample for independent breakdown-voltage and dielectric-loss testing against the agreed methods and limits.
Contamination: check water, visible particles, acidity and corrosive sulphur results against the batch certificate. Use clean, dry sampling equipment and retain a sealed sample.
Drums: inspect seals, closures, leaks, corrosion and batch markings on arrival. Check that the filling and transport arrangements protect the oil from moisture.
Documents: match drum batch numbers to analysis certificates, formulation details, safety information and refinery-origin evidence. Arrange testing and certification around the agreed specification.

What goes wrong
Treat moisture ingress, dirty reused drums, undeclared additive changes and certificates for a different batch as rejection risks. Clear-looking oil does not establish electrical performance. Quarantine suspect drums and test a properly collected sample before filling equipment.
A Chinese supplier address does not establish crude origin. UK guidance expects importers to be ready to provide supply-chain documentation at import or retrospectively. Resolve missing refinery evidence before shipment, alongside the physical checks in our quality inspection guide.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on mineral transformer oil from China?
Read from the UK Trade Tariff on 9 October 2026, electrical insulating oils under 2710 19 93 00 carry 2% duty from China, with no listed anti-dumping or countervailing duty or suspension.
Can transformer oil made in China from Russian crude be imported?
Relevant petroleum products processed in China using Russian crude are prohibited unless licensed. Check refinery and crude-origin evidence with your customs broker before ordering.
Which transformer oil tests should I ask for?
Agree tests for breakdown voltage, water, dielectric loss, acidity, viscosity, flash point, low-temperature behaviour and corrosive sulphur. Match results to the supplied batch.
Does mineral transformer oil need a safety data sheet?
Hazardous chemicals supplied for workplace use require one. Ask for an English GB safety data sheet for the actual formulation and check its classification before approving labels.
