Sourcing mineral hydraulic oils from China
Mineral hydraulic oils have a published UK duty of 2%; the supplied snapshot lists related feedstocks at 0% to 2%, with qualifying suspensions. UK sanctions prohibit oil refined in China from Russian crude. Hazardous oils need a safety data sheet and classification-based labels. Cambridge China Bridge sources mineral hydraulic oils.

Hydraulic oils and their base-oil inputs
Read from the UK Trade Tariff on 1 October 2026, heading 2710 covers petroleum oils other than crude and qualifying preparations containing 70% or more petroleum oil by weight. The supplied snapshot omits the finished hydraulic-oil line. Our published lubricants and motor oils guide identifies hydraulic oils under 2710 19 83 00 at 2%. Confirm its current treatment before ordering. For cylinder lubrication, see our mineral cylinder oil sourcing guide.
The table covers related manufacturing inputs present in the snapshot, rather than finished hydraulic oils. Their ordinary duties range from 0% to 2%, with no recorded anti-dumping or countervailing measures. The specified base-oil lines have 0% suspensions that exclude mixtures and preparations containing them. The chemical-transformation line describes a particular processing use; do not select it merely because an oil will be blended.
The snapshot attaches an import control on restricted goods and technologies. UK sanctions prohibit refined oil made in third countries from Russian crude, including production in China. Obtain evidence showing that the oil was not produced using Russian crude, and have your customs broker confirm the control and declaration requirements. Confirm the commodity code against the formulation and intended use.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Lubricating oils for specified chemical transformation | 2710 19 75 00 | 0% | None |
| Specified dewaxed base oil, viscosity index 80 to below 120 | 2710 19 81 30 | 2% | None |
| Specified dewaxed base oil within the listed kinematic viscosity band | 2710 19 99 40 | 2% | None |
| Specified dewaxed base oil, viscosity index 120 or more | 2710 19 99 60 | 2% | None |
Specify viscosity, additives and cleanliness
Specify the mineral base oil, additive package, viscosity grade and operating temperature range. Agree acceptance criteria for kinematic viscosity, viscosity index, water, particle contamination, foaming, air release and separation from water. Ask for evidence of anti-wear performance and compatibility with the pump, seals and existing oil. Require written approval before the factory changes the formulation.
Check UK REACH registration obligations for the substances in the oil, including its base oil and additives. A hazardous lubricant supplied for workplace use needs a safety data sheet; confirm applicable classification and labelling requirements with HSE. Obtain an English safety data sheet for the actual formulation before approving pack artwork. These documents should identify the same product as the batch analysis and purchase specification.
Agree drums or bulk containers, closure type, seals, batch identification and retained samples. Compare a production sample with the approved formulation through testing and certification; a sales sample alone does not establish the quality of the shipment.
Worked duty example
Illustrative example, not a quote: Illustrative: 20 tonnes of qualifying base oil for hydraulic-oil blending, without claiming the suspension under 2710 19 99 40, invoiced at £24,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £25,800. Duty at 2% is £516. Import VAT at 20% is charged on the customs value plus duty, £26,316, so it is £5,263.20. Import taxes total £5,779.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £516 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Viscosity: test a sample from the delivered batch against the agreed grade and temperature conditions; match the results to its certificate of analysis.
Contamination: check water and particles against the agreed limits, inspect sampled oil for sediment, and retain sealed samples with batch identification.
Packs: inspect drums or bulk containers for leaks, damaged closures and broken seals; match quantities and batch markings to the delivery records.
Documents: match formulation, batch analysis, safety data sheet and hazard label; check the supplier's evidence about the crude oil used to produce the oil.

What goes wrong
A factory substitutes the base oil or additive package while keeping the same viscosity label. The oil may match the nominal grade but miss the agreed anti-wear, air-release or water-separation performance. Water, dirt and residues from reused containers can also undermine acceptance. Compare batch results with the approved specification and investigate unexplained changes before releasing stock.
A finished blend is mistaken for a suspended base oil, or a Chinese supplier's address is treated as sufficient evidence about the crude feedstock. Keep classification and supply-chain evidence with the batch records. For physical checks, use the quality inspection guide.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on mineral hydraulic oil from China?
Our published guide gives 2% for finished hydraulic oils. The supplied snapshot omits that line; its related inputs carry 0% to 2% before eligible suspensions. Ask your broker to confirm the finished oil's current duty.
Does mineral hydraulic oil need a safety data sheet?
A lubricant classified as hazardous needs one. Obtain an English safety data sheet for the actual formulation and check that the hazard label follows its classification.
Can hydraulic oil made in China use Russian crude?
UK sanctions prohibit imports of refined oil made in third countries from Russian crude. Obtain evidence of the feedstock supply chain and have your broker check the import control before ordering.
How do I check hydraulic oil quality on arrival?
Match batch records, test viscosity, water and particles against agreed limits, inspect seals and containers, and retain samples. Investigate changes in formulation or batch results before releasing the oil.
