Duty and classification for desktop document sorters

Read from the UK Trade Tariff on 2 October 2026, heading 8304 covers base-metal office or desk equipment, including paper trays, paper rests and similar articles, excluding office furniture of heading 9403. Metal desktop document sorters within this heading use 8304 00 00 00. The table repeats this code for product variants, rather than separate tariff lines.

The supplied tariff record shows 2% duty for goods from China and records no anti-dumping or countervailing duty, suspension or attached import control. For the broader product family, see our metal desk accessories guide.

Send your customs broker photographs, material details, dimensions and the intended desktop use to confirm the commodity code. Describe any plastic or wooden components fully; mixed-material sets may classify by the component giving their essential character.

Specify compartments, dividers and the base

State whether documents stand upright or rest in inclined compartments. Specify usable compartment width, depth and height against the folders your customers use, including clearance for tabs and bulky contents. Agree divider spacing, stepped heights, access cut-outs and whether dividers are fixed or removable. Approve a sample loaded with the intended documents.

Specify steel mesh or sheet construction, wire diameter or sheet thickness, weld positions, finish and colour. Agree loaded stability, divider deflection, foot material and assembly details. For consumer sales in Great Britain, the General Product Safety Regulations 2005 require safe products. Importers share responsibility for consumer product safety. Check exposed wire ends, sheet edges and stability as part of sample approval.

Worked duty example

Illustrative example, not a quote: 2,000 steel mesh desktop document sorters; illustrative quantity, FOB value and freight under 8304 00 00 00, invoiced at £7,000 free on board, with £600 of freight and insurance to the UK. The customs value is £7,600. Duty at 2% is £152. Import VAT at 20% is charged on the customs value plus duty, £7,752, so it is £1,550.40. Import taxes total £1,702.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £152 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Document fit: measure usable compartment clearance against the approved drawing; insert the intended folders and check that tabs remain accessible.

Dividers and stability: check welds, divider alignment and removable-divider retention; load compartments unevenly and check for tipping, rocking or bending.

Edges and finish: check wire ends, sheet edges and weld areas for burrs; compare coating coverage, adhesion and colour with the approved sample.

Assembly and packing: check feet, fixings and instructions; unpack cartons to look for bent dividers, chipped coatings and contact scratches. Use a shipment inspection to compare production with the agreed specification.

What goes wrong

Overall dimensions can match the drawing while the usable slots are too narrow for folders. Tall dividers may lean after welding, removable partitions may rattle, and an uneven base may rock. A lightly built sorter can tip when documents are concentrated at one end. Check the loaded sample rather than approving appearance alone.

Nested sorters can scrape each other's coatings or bend dividers during transit. Specify protective separation and support around exposed partitions, then inspect the packed sample. Record the approved construction and finish so production changes are visible.
