Sourcing manual drum handling trolleys from China
Manual drum transport trolleys and the selected parts carry 0% UK duty from China. Workplace product safety obligations still apply, and a manual lifting mechanism needs a separate assessment. Specify the actual drum and loaded weight before ordering. Cambridge China Bridge sources manual drum handling trolleys.

Zero duty on the selected trolley lines
Read from the UK Trade Tariff on 30 September 2026, the selected lines under heading 8716 carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no listed suspension. The heading covers trailers, other non-mechanically propelled vehicles and their parts. Treat 8716 80 00 00 as a classification candidate for a transport trolley, rather than assuming every drum handler belongs here.
The tariff attaches a restriction on entry into free circulation concerning ozone-depleting substances, fluorinated greenhouse gas import controls on some selected lines, and a DCMS export licence measure. The gas guidance concerns substances or equipment containing them. The importer should confirm the applicable requirements and declaration evidence with their customs broker; the export measure should also be checked for relevance to the transaction.
Send drawings, operating instructions and details of any lifting mechanism to your broker before confirming the commodity code. Classify separately imported parts on their own description. See sack trucks for the wider heading and UK import duty and VAT for the tax calculation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Manual drum transport trolleys, subject to classification | 8716 80 00 00 | 0% | None |
| Trolley chassis, subject to classification | 8716 90 10 00 | 0% | None |
| Trolley axles, subject to classification | 8716 90 50 00 | 0% | None |
| Other trolley parts, subject to classification | 8716 90 90 98 | 0% | None |
Specify the drum, restraint and floor
Give the factory the drum material, outside diameter, height, rim profile and maximum loaded weight. State whether the trolley supports the drum upright, tilts it for transport or carries it in a cradle. Approve the retaining hook or strap against your actual drum: a hook that fits a steel rim may not suit a plastic drum.
Specify frame material, weld locations, axle retention, wheel material and bearing arrangement. Describe floor joints, thresholds, turning space and storage conditions. Agree an operating trial with the intended drum and load, including engagement, tilting, steering and controlled parking.
Workplace articles fall under the general workplace supply provisions where more specific product safety law does not apply. Safe-use instructions are part of those obligations. Manual effort does not automatically remove lifting equipment from machinery rules, so have lifting designs assessed separately before ordering.
Worked duty example
Illustrative example, not a quote: Illustrative order of 50 basic manual drum transport trolleys under 8716 80 00 00, invoiced at £1,600 free on board, with £300 of freight and insurance to the UK. The customs value is £1,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,900, so it is £380. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Drum retention: check hook engagement, strap adjustment and cradle contact using the agreed drum; look for slipping and damage to the rim.
Frame and axle: inspect weld continuity, distortion, sharp edges, axle alignment and retaining fasteners against the approved sample.
Wheels and movement: check bearing play, wheel attachment, steering and clearance over the agreed floor features during the controlled trial.
Identity and instructions: match model and load information to the order, check assembly and safe-use instructions, and record arrival damage before releasing stock.

What goes wrong
Common problems to screen for include a retaining hook that misses the drum rim, a cradle that concentrates pressure on a plastic wall, loose axle retainers and wheels that bind under load. An unloaded demonstration can miss these defects. Compare the production trolley with the approved drum trial during quality inspection.
A catalogue may group transport trolleys and lifting drum handlers together. Ordering by photograph can leave the operating function, classification and safety assessment unresolved. Fix the mechanism and intended use in writing, and keep damaged or unstable units out of the working fleet.

Frequently asked questions
What is the UK import duty on manual drum trolleys from China?
The selected trolley and parts lines carry 0% duty from China, with no listed anti-dumping or countervailing duty. Confirm the code for the actual design, particularly if it lifts drums.
Will the same trolley handle steel and plastic drums?
Do not assume it will. Check the rim profile, wall shape, cradle contact and restraint against each intended drum using the agreed loaded trial.
Does a manually operated drum lifter need a safety assessment?
Ask HSE or the relevant authority to confirm how machinery supply rules apply to lifting equipment powered only by direct human effort. Have the actual lifting design assessed before ordering.
What should I check when drum trolleys arrive?
Check drum engagement, welds, axle retainers, wheel attachment, bearing play and transit damage. Compare model, load information and instructions with the agreed order.
