Sourcing LPG forklift engines from China

LPG forklift engines from China normally attract 4% UK duty; selected engine lines range from 2% to 4%, with a conditional 0% suspension for specified systems. For engines installed in new non-road mobile machinery sold in Great Britain, confirm emission type-approval and approval-marking requirements with the Vehicle Certification Agency. LPG engine duty and the specific suspension

Read from the UK Trade Tariff on 1 October 2026, heading 8407 covers spark-ignition reciprocating or rotary internal combustion piston engines. This guide concerns separately supplied LPG forklift engines. The table includes capacity and power boundaries; the small-capacity line is not a typical main forklift engine. Ordinary engines exceeding 250 cm³ carry 4% duty in the relevant other-engine lines.

Code 8407 90 90 20 specifies a compact LPG system with 6 cylinders, output from 75 to 80 kW and inlet and exhaust valves modified for continuous heavy-duty operation, for manufacturing vehicles of heading 8427. Its base duty is 4%; the facts record both an autonomous 0% suspension and an authorised-use 0% suspension. Their footnotes exclude mixtures, preparations or products made up of different components containing these products. No anti-dumping, countervailing duty or attached import controls are recorded for the selected lines.

Do not assume a replacement engine qualifies for a manufacturing suspension. Ask your broker to confirm the applicable measure, specification, intended use and any authorised-use conditions before claiming relief. HMRC sets authorisation conditions in its approval letter. Confirm the commodity code using the engine specification. For wider heading coverage, see stationary natural-gas engines.

Specify the forklift installation and LPG package

Identify the forklift model and existing engine, then agree capacity, rated power at the stated speed, torque, mounting positions, bellhousing, flywheel, sump clearance and hydraulic pump drive. Define whether the supply is a bare engine or includes the vaporiser, mixer or injection system, shut-off valve, controller, wiring loom, cooling connections and exhaust equipment.

For installation in new non-road mobile machinery sold in Great Britain, confirm the applicable type-approval and approval-marking requirements with the Vehicle Certification Agency. Type approval demonstrates compliance with the latest emissions standards. Request the approval documents and compare them with the delivered engine configuration. For a replacement installation, ask the supplier to identify the approval basis rather than assuming that the new-machinery route answers every case.

Worked duty example

Illustrative example, not a quote: Illustrative order: one LPG forklift replacement engine under 8407 90 90 90, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 4% is £368. Import VAT at 20% is charged on the customs value plus duty, £9,568, so it is £1,913.60. Import taxes total £2,281.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £368 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare the engine plate, serial number, approval documents and packing list with the agreed model and supplied fuel-system configuration.

Fit: measure mounts, bellhousing, flywheel, sump and pump-drive interfaces against the approved installation drawings before shipment and again on arrival.

Running: have a competent engineer witness cold starting, warm restarting and operation under the agreed load; record power at the agreed speed, temperature stability and oil or coolant leaks.

Fuel system and packing: check the vaporiser, shut-off valve, connectors and hoses against the specification; inspect for transit damage, protected openings and missing accessories. Agree the checks through quality inspection.

What goes wrong

An engine can share the original capacity while having incompatible mounts, flywheel or controller connections. A quoted power figure without its operating speed also leaves the buyer unable to compare performance. Missing LPG components, changed controllers and approval documents for another configuration should be resolved before dispatch.

HSE reports that deposits in vaporisers, flow regulators and shut-off valves can prevent starting, particularly from cold. Treat abnormal starting as a reason to stop the acceptance test and arrange competent investigation. Include the fuel-system inspection in the agreed test plan rather than judging the engine only by a brief warm run.

Frequently asked questions

What is the UK import duty on LPG forklift engines from China?

Ordinary relevant engines exceeding 250 cm³ carry 4%. The small-capacity other-engine line carries 2%. Specified systems under 8407 90 90 20 have conditional 0% suspensions; confirm eligibility before claiming.

Does an LPG forklift engine qualify for zero duty?

Not automatically. The dedicated line specifies a compact system with 6 cylinders, 75 to 80 kW output, modified valves and a forklift-manufacturing use. Ask your broker to confirm the suspension and its conditions.

Do LPG forklift engines need emission approval?

For engines installed in new non-road mobile machinery sold in Great Britain, confirm type-approval and approval-marking requirements with the Vehicle Certification Agency. Check the approval documents against the actual engine; investigate the applicable route separately for replacements.

What should I check before buying a replacement forklift engine?

Match mounts, bellhousing, flywheel, pump drive, cooling and controller connections. Agree which LPG components are included, then witness cold-start and loaded-running tests on the configuration being supplied.
