Sourcing leather safety boots from China
The leather safety boot lines selected here carry 8% UK duty from China, so their duty range is 8% to 8%. Safety boots must undergo the appropriate protective equipment conformity assessment before sale in Great Britain. Match the documents to the actual boot construction. Cambridge China Bridge sources leather safety boots.

Duty depends on the toecap and boot construction
Heading 6403 covers leather uppers with outer soles of rubber, plastics, leather or composition leather. Protective metal toecaps have a dedicated line. The other rows are classification candidates for non-metal toecap boots with rubber or plastic outer soles, covering the ankle but no part of the calf. Read from the UK Trade Tariff on 3 October 2026, these selected lines carried 8% duty from China, with no anti-dumping or countervailing duty and no suspensions recorded.
The selected lines carry cat and dog fur and seal-product import controls; the non-metal rows also carry CITES controls. Cat and dog fur products are banned from import and export. Seal products for commercial import into Great Britain require the indigenous-community exemption and a seal catch certificate. For China-sourced boots containing CITES-listed materials, contact the Chinese management authority for corresponding documents and confirm the British requirements with your customs broker before ordering.
Confirm the commodity code against the upper, outer sole, toecap, ankle coverage and insole length. A composite toecap does not fit the protective metal-toecap description. The wider footwear guide covers other footwear families.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|

| Non-metal toecap boots, ankle only, unisex, insoles at least 24 cm | 6403 91 13 90 | 8% | None |
| Non-metal toecap boots, ankle only, men's, insoles at least 24 cm | 6403 91 16 90 | 8% | None |
| Non-metal toecap boots, ankle only, women's, insoles at least 24 cm | 6403 91 18 90 | 8% | None |
Specify the protective construction before sampling
State the leather species and finish, toecap material, penetration-resistant insert, sole compound, attachment method, lining and intended workplace hazards. Agree the size curve and fit samples across the ordered sizes. Define the claimed slip resistance, water resistance and other protective performance in the purchase specification, with test evidence matching the finished construction.
For sale in Great Britain, protective equipment must undergo the appropriate conformity assessment. Check the CE or UKCA route, declaration of conformity and English instructions. The importer must check the manufacturer's conformity assessment and provide importer identification and a postal address. Ask for model-specific documents through testing and certification. Leather parts in skin contact must meet the REACH chromium VI and restricted azo-dye requirements described in the published footwear component guide.
Worked duty example
Illustrative example, not a quote: Illustrative order: 1995 pairs of leather safety boots with metal toecaps under 6403 40 00 00, invoiced at £32,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £35,000. Duty at 8% is £2,800. Import VAT at 20% is charged on the customs value plus duty, £37,800, so it is £7,560. Import taxes total £10,360; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,800 of duty. The import duty and VAT guide explains each step. This example assumes the standard rate. Protective boots for industrial use can be zero-rated under HMRC's VAT Notice 701/23 when all its conditions are met; check them before relying on it.
Inspection checklist
Construction: compare production pairs with the approved sample and documented toecap, insert, leather and sole materials. Check seams, exposed edges and sole attachment.
Fit: verify size markings, left and right pairing, internal dimensions, heel hold and toe clearance across the size run.
Documents and markings: match the model on the declaration and test documents to the boots received. Check conformity marking, importer details and English instructions.
Arrival condition: inspect for sole separation, mould, damp boxes, leather colour differences and distorted toecaps. Agree production bond tests and aged-sole checks in the inspection plan.
What goes wrong
A factory can substitute a sole compound, insert or toecap after the sample is approved. Treat any such change as a reason to review the protective performance evidence before accepting production. A report for another model does not establish the performance of your boots.
Sole bonding failures, polyurethane deterioration and moisture damage can emerge after storage or transport. Check production materials and packaging before shipment, then inspect arrival stock before distribution. Keep the approved sample available for comparison.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification.
Frequently asked questions
What is the UK import duty on leather safety boots from China?
The selected lines carried 8% duty on 3 October 2026, with no anti-dumping or countervailing duty or suspensions recorded. Confirm the exact construction and commodity code.
Do composite toecap boots use the metal-toecap code?
A non-metal toecap does not match 6403 40 00 00. Confirm classification using the sole material, ankle coverage, insole length and men's, women's or unisex description.
Do leather safety boots need CE or UKCA marking?
For Great Britain, check the applicable CE or UKCA conformity route, declaration of conformity and English instructions. The appropriate protective equipment conformity assessment must be completed.
What should I ask the factory to test?
Agree tests for the claimed toe protection, penetration resistance, slip resistance and water resistance. Also check sole bonding, aged-sole performance and leather chemicals on materials matching production.
