Zero duty, with classification and control checks

Read from the UK Trade Tariff on 1 October 2026, heading 8208 covers knives and cutting blades for machines or mechanical appliances. All its lines show 0% duty for goods from China, with no anti-dumping or countervailing duty and no listed suspension. Industrial shredder blades fall within the machine-blade family; the table includes alternative use categories to check against the actual machine.

The tariff attaches an import prohibition and an export restriction for torture and repression goods to 8208 90 00 00. Listed prohibited torture goods cannot be imported or exported. Ask your customs broker to compare the blade design and intended use with the controlled descriptions and confirm the declaration requirements for your shipment from China.

Confirm the machine's function, blade drawing and intended application with your broker using finding your commodity code. Do not choose a line solely from the material being shredded. For related machine knives across the heading, see plastic granulator knives.

Specify shaft fit, tooth geometry and heat treatment

Send the factory the machine model, approved blade drawing and description of the feed material, including likely contamination. Specify steel grade, heat treatment, hardness acceptance range, tooth profile, cutting direction and permitted regrinding. For hooked discs, show the shaft bore, keyway or spline, thickness, spacers and stacking sequence. For bolted knives, show hole positions, countersinks and seating faces.

Agree the inspection method and acceptance criteria before production. Ask for material certificates tied to the blade batch, hardness results and a dimensional report against the drawing. Distributors supplying the blades must provide safe, compliant products with the correct documentation. Include fitting and handling information in your purchasing brief.

Worked duty example

Illustrative example, not a quote: A complete replacement blade set for a recycling workshop, illustrative under 8208 90 00 00, invoiced at £4,500 free on board, with £450 of freight and insurance to the UK. The customs value is £4,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,950, so it is £990. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Steel and hardness: compare batch-linked material certificates with the order, arrange spot material analysis where agreed, and check hardness at the specified positions. Inspect for heat-treatment cracks and chipped teeth.

Fit and geometry: measure bore profile, keyways, thickness, hole positions and seating faces. Check flatness and fit against an approved gauge or machine component, then verify tooth direction and the assembled stack.

Cutting trial: test an approved set on your intended feed material and record edge damage, cutting behaviour and clearance against the counter-knives. Compare the results with the acceptance criteria agreed before ordering.

Packing and fitting: check that heavy blades cannot move against exposed edges in transit and that sets retain their batch identification. HSE states that plant and equipment must be made safe before maintenance starts; apply this when replacing blades. See quality inspection explained.

What goes wrong

A blade can match the outline yet fail because its bore, keyway or seating face is wrong. Mixed thicknesses and incorrect spacers alter the stack and cutting clearance. Copying a worn sample can reproduce wear rather than the intended dimensions, so settle the drawing before approving production.

Substituted steel and inconsistent heat treatment cause early dulling, tooth chipping or cracking. Feed contamination can also damage an otherwise suitable blade. Retain the approved sample and batch reports, photograph failures, and compare the damaged blades with both the agreed specification and the material actually processed.

Frequently asked questions

What is the UK import duty on industrial shredder blades from China?

The supplied UK Trade Tariff snapshot, read on 1 October 2026, shows 0% duty across heading 8208, with no anti-dumping or countervailing duty.

Which commodity code covers industrial shredder blades?

8208 90 00 00 is the other-machine-blades line relevant to shredder knives. Check whether a specific metalworking, woodworking or agricultural machine category applies before declaring.

Can a Chinese factory copy my existing shredder blade?

Use the blade as a reference, then approve a drawing. Record the unworn dimensions, shaft interface, tooth direction, steel grade and hardness; a worn sample alone is an unreliable specification.

How do I check shredder blade quality before shipment?

Check batch-linked steel certificates, hardness, tooth condition and dimensional reports. Fit-check the shaft interface and assembled stack, then trial an approved set on your intended feed material.
