Sourcing hydrogenated sunflower oil from China
Hydrogenated sunflower oil from China carries UK duty of 4% to 12%, depending on pack size and use. Food for consumers or retail must meet the trans-fat limit of 2 grams per 100 grams of fat, excluding naturally occurring animal trans fat. Cambridge China Bridge sources hydrogenated sunflower oil.

Duty by pack size and intended use
Read from the UK Trade Tariff on 29 September 2026, heading 1516 covers partly or wholly hydrogenated fats and oils, whether refined or not, but not further prepared. For sunflower oil, immediate packs not exceeding 1 kg carry 12%; larger packs for food manufacture carry 8%; larger packs for technical or industrial use other than human food manufacture carry 4%. The table separates hydrogenation grades that share a code.
The sunflower-oil lines record no anti-dumping or countervailing duty. The suspension attached to 1516 20 96 00 applies only to the specified hydrogenated and interesterified jojoba oil, so it does not reduce sunflower-oil duty. Confirm pack size, composition, processing and intended use through our commodity-code guide. For wider heading coverage, see hydrogenated soybean oil.
The tariff attaches organic controls to the small-pack and food-use lines, and waste controls to all these lines. Organic food from China into Great Britain needs a consignment certificate of inspection and checks against the non-UK organic registers. If importing waste into England under notification controls, the exporter must seek consent in the dispatch country. Ask your customs broker to confirm whether the waste control applies to your shipment.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Fully hydrogenated sunflower oil, immediate packs not exceeding 1 kg | 1516 20 91 00 | 12% | None |
| Hydrogenated sunflower oil for food manufacture, larger packs | 1516 20 96 00 | 8% | None |
| Hydrogenated sunflower oil for technical or industrial use, larger packs | 1516 20 95 00 | 4% | None |
Specify hydrogenation and melting behaviour
Specify sunflower oil as the source, fully or partly hydrogenated status, food or technical grade, and whether other oils or additives are present. Agree melting range, solid fat content at your processing temperatures, iodine value, acid value, peroxide value, moisture, colour and odour. Request a batch certificate of analysis and test a sample in your actual recipe or process before ordering.
For food intended for consumers or retail, trans fat other than that naturally occurring in animal fat must not exceed 2 grams per 100 grams of fat. For supplies between food businesses that are not intended for consumers or retail, suppliers must provide trans-fat information where that amount exceeds the same threshold. Obtain a measured result rather than relying on the word hydrogenated.
Agree packing, sealing, storage conditions and handling instructions for solidified oil. Check how the buyer will melt and transfer it without contaminating the batch. Use factory verification to check the producer's process and batch records.
Worked duty example
Illustrative example, not a quote: 1 tonne of food-grade hydrogenated sunflower oil in bulk packs, illustrative only under 1516 20 96 00, invoiced at £2,500 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,000. Duty at 8% is £400. Import VAT at 20% is charged on the customs value plus duty, £5,400, so it is £1,080. Import taxes total £1,480; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £400 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: check the batch records and analysis identify sunflower oil and the agreed degree of hydrogenation, with any added oils or ingredients disclosed.
Performance: check melting behaviour and solid fat content against the approved sample; test trans fat for food use and compare oxidation, moisture and acidity results with the specification.
Packing: check seals, cleanliness, leakage, pack weights and transport condition; investigate unusual odour or colour before releasing the batch.
Documents: match batch identifiers across labels, analysis, invoice and packing list; check organic paperwork where relevant. Arrange independent sampling through our inspection guide.

What goes wrong
An oil can match the quoted melting point yet behave differently during cooling, leaving a bakery filling grainy or too firm. Other failures include undeclared oil substitution, oxidation during storage, leaking packaging and analysis certificates that describe a different batch. Agree the test method and acceptance criteria before production.
Partly hydrogenated oil can fail the trans-fat conditions for its intended food market. Another mistake is claiming the jojoba suspension for sunflower oil or using the technical-use code for food manufacture. Settle the product identity, intended use and supporting analysis before shipment.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on hydrogenated sunflower oil from China?
The recorded rates are 12% for immediate packs not exceeding 1 kg, 8% for larger food-use packs and 4% for larger technical or industrial-use packs excluding human food manufacture.
Is fully hydrogenated sunflower oil interchangeable with partly hydrogenated oil?
Do not assume so. Compare the melting profile, solid fat content and measured trans fat, then trial the sample in your recipe or process.
What documents do I need for organic sunflower oil from China?
For organic food entering Great Britain, obtain a certificate of inspection for each consignment and check the exporter's control body and export country against the non-UK organic registers.
What should I test before accepting the shipment?
Check oil identity, hydrogenation status, melting behaviour, solid fat content, oxidation, acidity and moisture against your specification. Include measured trans fat for food use.
