Sourcing hydrogenated palm oil from China
Hydrogenated palm oil from China carries UK duty of 8% to 12%, depending on pack size and free fatty acid content. Food-grade oil must not be placed on the market if unsafe; agree the hydrogenation level and melting profile before ordering. Cambridge China Bridge sources hydrogenated palm oil.

Duty by packing and composition
Read from the UK Trade Tariff on 29 September 2026, heading 1516 covers partly or wholly hydrogenated fats and oils and their fractions, whether refined or not, but not further prepared. For palm oil, immediate packs not exceeding 1 kg carry 12%. Larger packs with free fatty acids below 50% fall under 1516 20 96 00 at 8%; other plain hydrogenated palm oil falls under 1516 20 98 80 at 10%.
The supplied facts show no anti-dumping or countervailing duty on these plain-oil lines. The suspension under 1516 20 96 00 is restricted to specified jojoba oil and does not cover palm oil. The tariff attaches organic-product and waste import controls. Organic food from China needs a Great Britain certificate of inspection for each consignment; check the exporter’s control body and export country against the non-UK organic registers. Waste controls apply only if the material is waste.
For oil described as waste, confirm the China-to-UK shipment requirements with your customs broker before ordering. Confirm the commodity code using the process description, analysis and immediate pack size. The table repeats a shared code for fully and partly hydrogenated grades. Palm kernel oil is excluded from the larger-pack 8% line. See the hydrogenated soybean oil guide for wider heading context.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Hydrogenated palm oil, immediate packs not exceeding 1 kg | 1516 20 91 00 | 12% | None |
| Fully hydrogenated palm oil, larger packs, free fatty acids below 50% | 1516 20 96 00 | 8% | None |
| Hydrogenated palm oil, larger packs, free fatty acids at least 50%, no biodiesel | 1516 20 98 80 | 10% | None |
Specify the hydrogenation and melting profile
Identify palm oil rather than palm kernel oil, and state whether the material is whole oil or a fraction. Specify fully or partly hydrogenated oil, food or technical use, any further processing and any added ingredients. Ask the factory to disclose blending rather than accepting a generic description such as hardened vegetable fat.
Agree melting point, solid fat content at your processing temperatures, iodine value, free fatty acids, peroxide value, moisture, colour and odour. For food use, request batch results for trans fatty acids and contaminants relevant to your application. Set acceptance criteria with your laboratory and trial the sample in the intended bakery or food process.
Agree blocks, flakes or other delivery form, inner packaging, storage conditions and lot identification. Unsafe food must not be placed on the market. For organic orders, the certificate of inspection is issued by the exporter’s control body in the export country. Keep that paperwork matched to the shipment.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of fully hydrogenated palm oil in 10 kg cartons under 1516 20 96 00, invoiced at £30,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £32,500. Duty at 8% is £2,600. Import VAT at 20% is charged on the customs value plus duty, £35,100, so it is £7,020. Import taxes total £9,620; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,600 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: check the batch analysis and process declaration identify palm oil, the fraction and the agreed hydrogenation level.
Performance: test melting behaviour, solid fat content and iodine value against the approved sample; assess texture in your actual process.
Condition: check free fatty acids, peroxide value, moisture, colour and off-odours on arrival; inspect inner liners, seals and any leakage.
Documents: match lot markings, analysis, invoice and packing list; for organic goods, check the shipment’s certificate of inspection. Plan sampling with the quality inspection guide.

What goes wrong
A sample melts correctly but the shipment has a different solid fat profile, leaving the finished product waxy or too soft. Palm kernel oil or an undisclosed blend arrives against a palm oil specification. Ask for batch-specific analysis and retain comparison samples before releasing stock into production.
Classification fails when pack size, free fatty acids or further preparation are overlooked. Organic paperwork can also become detached from the physical lot. Cooking oils do not normally need a health certificate, but this does not establish food safety or resolve the tariff’s organic and waste controls.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on hydrogenated palm oil from China?
The supplied tariff facts show 12% for immediate packs not exceeding 1 kg, 8% for larger packs with free fatty acids below 50%, and 10% for other plain hydrogenated palm oil.
Does the jojoba oil suspension cover hydrogenated palm oil?
No. The suspension on 1516 20 96 00 is restricted to specified hydrogenated and interesterified jojoba oil. Palm oil on that line carries 8%.
Does hydrogenated palm oil need a health certificate?
Official cooking-oil guidance says a health certificate is not normally needed. Check the actual product and route; organic and waste controls are separate.
What should I test before buying hydrogenated palm oil?
Check identity, hydrogenation level, melting profile, solid fat content, iodine value, free fatty acids, peroxide value and moisture. For food use, agree trans fatty acid and contaminant testing with your laboratory.
