Stirrup leathers: 2% UK duty

Read from the UK Trade Tariff on 30 September 2026, heading 4201 covers saddlery and harness for animals, of any material. Horse stirrup leathers fall within the other saddlery line, 4201 00 00 90, rather than the line for hand-made leather riding saddles. The table shows product variants sharing that commodity code. See saddle girths and the wider heading.

The supplied tariff record shows 2% duty for goods from China, with no anti-dumping or countervailing duty and no suspension. It attaches cat and dog fur import and export controls, and a seal-product import control. Importing or exporting cat and dog fur, including products made from it, is banned. Seal products imported under the traditional-hunt exemption need a seal catch attestation. Confirm eligibility and clearance documents with your customs broker before ordering any such material.

Give your broker the finished-product description, material specification and photographs to confirm the commodity code. Describe any accompanying saddles or other goods separately. For the illustrative order, FOB is the goods value and freight includes transport and insurance; see UK import duty and VAT.

Specify the strap, buckle and matched pair

Agree leather species, tanning and finish, strap width and thickness, finished length, hole spacing and buckle position. State whether the strap is unlined, reinforced or covered, and identify the core material. Specify buckle metal, pin shape, attachment stitching and edge finish. Approve a matched pair and agree pull, repeated-flex and stretch checks on the finished strap and buckle assembly before bulk production.

Consumer stirrup leathers sold in Great Britain must be safe in normal or reasonably foreseeable use. Include fitting, care and replacement guidance in your buying brief, and ask for test results tied to the actual construction. A leather swatch cannot demonstrate the strength of a stitched buckle attachment.

Worked duty example

Illustrative example, not a quote: 800 pairs of horse stirrup leathers, illustrative order under 4201 00 00 90, invoiced at £9,000 free on board, with £700 of freight and insurance to the UK. The customs value is £9,700. Duty at 2% is £194. Import VAT at 20% is charged on the customs value plus duty, £9,894, so it is £1,978.80. Import taxes total £2,172.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £194 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Pair matching: compare usable length, hole positions, width, thickness and colour against the approved pair, both before and after the agreed stretch check.

Load path: inspect leather around holes and buckle folds, reinforcement continuity, stitching and buckle-pin engagement. Repeat the agreed assembly strength check on production samples.

Finish and movement: flex the straps, operate the buckles and check for sharp edges, cracking, peeling, loose threads and colour transfer.

Arrival condition: check for mould, damp packing and corroded hardware. Match product and batch identification to the order records. Use the same brief for quality inspection before dispatch and on arrival.

What goes wrong

A pair can look matched yet stretch unevenly in use. Thin leather around punched holes can tear, buckle pins can bend, and stitching at the folded attachment can cut through the leather. A reinforcement core that stops short of the attachment leaves the critical joint dependent on its covering.

Control these risks through an approved construction sample and assembly tests, rather than appearance alone. Reject unapproved changes to leather, core, buckle or stitching. Quarantine damp or mouldy arrivals for assessment before sale, and retain samples and inspection records from the affected batch.
