Horse martingales carry 2% duty

Read from the UK Trade Tariff on 30 September 2026, heading 4201 covers saddlery and harness for animals, of any material. Horse martingales fall within the other-goods line, 4201 00 00 90. The product variants in the table share this commodity line; the separate hand-made leather riding-saddle line describes saddles.

The relevant line carries 2% duty for goods from China, with no listed anti-dumping or countervailing duty and no suspension. The tariff attaches cat and dog fur import and export controls and a seal-product import control. Cat and dog fur products cannot be imported or exported. The traditional-hunt exemption for seal products requires a seal catch attestation certificate. For any proposed seal component from China, confirm the applicable exception and documentation with your customs broker before ordering.

Give your broker the material specification, photographs and attachment design to confirm the commodity code. Obtain a written species declaration for animal-derived padding or trim. For the wider heading and related chest straps, see horse breastplates.

Specify the martingale design and adjustment

Specify running or standing construction explicitly. A running martingale has branches ending in rein rings; a standing martingale attaches to the noseband. Agree the neck strap, girth attachment, adjustment range, strap width and thickness, hole positions, keepers and buckle design. For running designs, check ring clearance with the intended reins and rein stops.

Name the leather species and finish, or the synthetic strap material and coating. Agree edge finishing, thread, stitching at folded attachments, hardware material and corrosion checks. Approve a fitted sample with an experienced saddler or rider before production, then retain it as the inspection reference.

Martingales sold to horse owners are consumer products under the General Product Safety Regulations 2005. Only safe products should be supplied in Great Britain. Include fitting and care instructions, and agree checks for strap strength, attachment security and rein movement before approving production.

Worked duty example

Illustrative example, not a quote: 800 horse martingales, illustrative order only under 4201 00 00 90, invoiced at £9,000 free on board, with £700 of freight and insurance to the UK. The customs value is £9,700. Duty at 2% is £194. Import VAT at 20% is charged on the customs value plus duty, £9,894, so it is £1,978.80. Import taxes total £2,172.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £194 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: compare delivered straps, adjustment holes and attachment positions with the approved sample and size chart.

Construction: check folded ends, stitching, buckle holes and keepers; test attachments against the agreed strength criteria.

Hardware: check rings for burrs and rough joins, operate buckles and confirm that intended reins move freely through running-martingale rings.

Arrival condition: check for mould, cracking, coating peel and colour transfer; confirm fitting instructions and material declarations. Use an agreed quality inspection brief.

What goes wrong

A factory can copy the appearance while changing the working dimensions. Short branches, misplaced holes or loose keepers can produce poor adjustment. Rough ring joins can abrade reins, while weak stitching around a buckle or girth attachment can allow the strap to separate.

Leather can arrive stiff, mouldy or with a finish that transfers colour when damp. Synthetic coatings can crack at buckle folds. Compare bulk goods with the retained sample, repeat the agreed flexing and attachment tests, and hold affected stock for investigation rather than accepting a cosmetic repair alone.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.
