UK duty on electrofusion fittings

Heading 3917 covers plastic tubes, pipes, hoses and their fittings. This guide concerns HDPE electrofusion fittings only. The table shows different fitting shapes under the same other-plastic-fittings code, 3917 40 00 99. For the wider product family, see pipes and building materials.

Read from the UK Trade Tariff on 17 October 2026, the relevant fittings line carried 6% duty for goods from China. The supplied tariff record shows no anti-dumping or countervailing measure, tariff suspension or attached import control for this line.

Confirm the commodity code against the actual fitting, material and intended function before shipment. Give your customs broker the drawing and product description rather than relying on the supplier's invoice code.

Specify the pipe and fusion system together

Write the fitting shape, resin grade, mating pipe outside diameter, compatible pipe wall range, pressure rating and intended service into the order. Identify whether the fittings are for drinking water, other water systems or gas. Ask for drawings showing socket depth, stops, terminal arrangement and installation clearances.

Agree the fusion controller compatibility, barcode format, fusion settings, cooling instructions and storage conditions. Obtain model-specific test reports and traceable batch records. Check trial fittings with the intended pipe and controller before approving production.

In England and Wales, the Water Supply (Water Fittings) Regulations set out requirements for water fittings. For questions about compliance, contact the local water company or Water Regs UK. Establish the intended installation and ask which evidence they need before ordering fittings for that application.

Worked duty example

Illustrative example, not a quote: Illustrative mixed stock order of HDPE electrofusion couplers under 3917 40 00 99, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: compare sampled sockets, insertion depth and terminal positions with the approved drawing and mating pipe.

Fusion data: check barcode readability, printed settings and controller compatibility; retain the records from agreed trial joints.

Condition: check for cracks, distorted sockets, damaged terminals, exposed or displaced heating wire and contamination inside sealed bags.

Traceability: match fitting markings, batch references, test records and carton counts to the packing list on arrival. Use an agreed inspection scope.

What goes wrong

A fitting can match the nominal pipe size but have unsuitable socket dimensions or fusion settings. A readable barcode alone does not establish a sound joint. Agree a joint-testing method and acceptance criteria with the buyer's installation specialist, then test the actual pipe and fitting combination.

Mixed batches, missing fusion instructions and damaged bags make faults harder to investigate. Retain samples and joint records linked to each batch. Do not accept a report for a different fitting model as evidence for the goods supplied.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on HDPE electrofusion fittings from China?

The supplied tariff record gives 6% for 3917 40 00 99, with no anti-dumping or countervailing measure, suspension or attached import control on that line.

Can I order electrofusion fittings by pipe diameter alone?

Specify the compatible pipe wall range, pressure rating, socket dimensions, intended service and fusion controller as well as diameter.

What should I check for drinking-water fittings?

For England and Wales, discuss compliance with the local water company or Water Regs UK. Ask for evidence tied to the exact fitting model and intended installation.

How do I check electrofusion fittings before shipment?

Check dimensions, terminals, barcode data, cleanliness and batch traceability. Trial joints should use the intended pipe and controller under an agreed testing method.
