Duty and classification for hardfacing wire

Read from the UK Trade Tariff on 1 October 2026, heading 8311 covers flux-coated or flux-cored base-metal consumables used for welding and metal deposition, among other processes. Hardfacing flux-cored wire of base metal for electric arc welding falls within 8311 20 00 00. The table shows product variants sharing that code, rather than separate tariff lines.

The supplied record shows 0% duty for goods from China, with no anti-dumping or countervailing duty, suspension, steel measure or attached import control recorded for this line. The duty range across the listed variants is therefore 0%. Import VAT is normally 20%; see the UK import duty and VAT guide.

Send the broker the wire composition, flux-core description and intended welding process to confirm the commodity code. Solid wire without flux is classified by its metal instead. For other consumables within the heading, see the welding electrodes and cored wire guide.

Specify the hardfacing deposit and wear conditions

Describe the component, base metal and service conditions, including abrasion, impact, temperature and whether the deposit must be machined. Agree alloy composition, deposit hardness and the test method. Record the welding procedure used for approval, including shielding gas or self-shielded operation, polarity, preheat, interpass conditions, deposited layers and any buffer layer. Ask the supplier to explain how its hardness results relate to that procedure.

Specify wire diameter, spool weight and hub fit, winding, moisture protection and batch identification. Request matching batch certificates, welding instructions and a safety data sheet for the exact wire. For any hazardous chemical supplied for workplace use, a safety data sheet is required. Employers must control health risks from welding fume, including during sample trials.

Worked duty example

Illustrative example, not a quote: 20 spools of hardfacing flux-cored wire for a repair workshop; illustrative order, FOB value and freight under 8311 20 00 00, invoiced at £2,000 free on board, with £600 of freight and insurance to the UK. The customs value is £2,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,600, so it is £520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match spool labels and batch numbers to the ordered alloy, diameter, shielding method and batch certificate; check that the safety information identifies the supplied wire.

Feeding: check spool fit, winding and wire condition; run a feeding trial with the intended feeder, liner and contact tip, looking for snagging, slipping or unstable delivery.

Deposit: trial sampled wire on the agreed base metal using the approved procedure; inspect bead shape, slag removal, porosity and cracking, and compare hardness and deposit chemistry with the agreed acceptance criteria.

Packing: check moisture barriers, spool protection and signs of rust or crushed flanges on arrival. Record affected batches and arrange a quality inspection.

What goes wrong

A hardness result can be misleading when the supplier's test uses different deposited layers, base metal or welding conditions. A wire selected for abrasion may perform poorly where impact dominates. Agree acceptance criteria for the actual component and compare production trials with the approved sample.

Poor winding interrupts feeding, while damaged moisture protection can leave wire corroded or contribute to porous deposits. Unexpected cracking needs investigation against the alloy and approved procedure: agree which crack patterns, if any, are acceptable rather than applying a blanket rule. Keep batch records so an inconsistent shipment can be isolated.

Frequently asked questions

What is the UK import duty on hardfacing flux-cored wire from China?

The supplied tariff record shows 0% under 8311 20 00 00 for base-metal cored wire for electric arc welding, with no anti-dumping or countervailing duty recorded.

Should I buy gas-shielded or self-shielded hardfacing wire?

Specify the process your workshop will use. Agree shielding, polarity and welding instructions with the supplier, then trial the exact wire on your component material.

Is a hardness certificate enough to approve hardfacing wire?

Compare its test conditions with your intended procedure. Check deposited layers, base metal and test method, then assess deposit quality and suitability for the actual wear conditions.

Why does imported hardfacing wire feed unevenly?

Check winding, spool damage, corrosion and compatibility with the feeder, liner and contact tip. Compare sampled production spools with the approved trial.
