Sourcing hair dryers from China
Before ordering a mains hair dryer, require evidence that the complete model stays safe with a blocked air inlet, not just that its heater cuts out. Lock the motor, thermal protection, cable, UK plug and fuse to that tested build. Chinese-origin hair dryers under 8516310000 attract 2% GB duty and 20% import VAT.

Where to start a supplier shortlist
Two documented starting points are Jieyang, Guangdong, and Kandun Street in Cixi, Ningbo, Zhejiang. Hengrui Tech describes a high-speed hair-dryer manufacturing plant in Jieyang. RYACA publishes its factory address in Kandun Street and lists hair dryers among its products. These manufacturer sources establish sourcing locations; they are not independent endorsements of either factory.
For comparing suppliers at a named fair, RYACA documented its participation in the 139th Canton Fair at Guangzhou Pazhou Exhibition Center. Use the Canton Fair as a meeting route, then ask where the offered model is actually assembled and which company controls its motor, heater and protective devices. The cited announcement concerns the April 2026 event, not a future booking.
Send each candidate the same product specification. Request an assembled sample, its component list and the corresponding safety report together, so your comparison starts with a defined build rather than a catalogue photograph.
Approve the complete dryer, not a wattage claim
Choose the intended use before comparing quotations: home use, salon use or a folding travel design. Specify the rated supply, motor model, heater, thermal protector, cable, plug, fuse, switches and supplied nozzles. Require written approval and a testing review before any of these change.
Set an agreed method for measuring airflow, outlet temperature, noise and weight. Record the attachment, setting, measurement position and test conditions. Treat motor-speed, quietness and fast-drying claims as claims to demonstrate on your sample; do not substitute them for safety evidence.
Keep a sealed reference sample and photographs of its rating plate and internal components. Ask the inspector to compare production samples against both the reference and the report's component schedule. Plan repeat-use checks through the small-appliance reliability guide, with operating cycles and acceptance criteria agreed for your intended customer.
Three failures that should shape your inspection
Blocked inlet and overheating: OPSS report 2308-0073 describes a Flintronic dryer whose heater protection did not prevent uncontrolled failure of the complete appliance. It could overheat when its intake was blocked. Ask a competent laboratory to assess abnormal operation and the complete protection system. A normal running demonstration cannot answer that question.
Plug and fuse: OPSS report 2601-0310 identifies a hair dryer with a fuse that failed BS 1362 requirements; the report explains that missing filler could cause overheating or explosion. Specify the exact plug and fuse and obtain supporting evidence. Do not accept the presence of three pins or printed approval marks as your entire check.
Accessible live parts: OPSS report 2607-0188 records a foldable Small Caring dryer with live parts accessible by hand and counterfeit plug, fuse and cable. Include inlet guards, casing security, cable identification and folding-handle wiring in the inspection plan. Have access to live parts assessed using the applicable safety test.
Our recommended shipment checks also include cable anchorage, switch operation at every setting, cold-air operation, nozzle retention when hot, abnormal vibration and cracked housings. Record results against agreed acceptance criteria. Keep ordinary production inspection separate from laboratory fault testing; use the inspection guide to assign each check to the right stage.
Standards and rules for the GB market
This section covers mains hair dryers placed on the market in England, Scotland and Wales. Northern Ireland has separate product-compliance guidance. The Electrical Equipment (Safety) Regulations 2016 are the GB electrical-safety framework. Government guidance permits CE or UKCA marking where the relevant requirements are met; a mark alone is insufficient evidence.
Obtain the model's declaration of conformity and technical documentation. Check that the production configuration matches the assessed equipment, that importer identification and a postal address are provided as required, and that instructions are in easily understandable English. Use the CE and UKCA guide to understand the documentation route.
The current GB low-voltage designated-standards notice, 0120/25, lists EN 60335-1:2012 for general appliance safety and EN 60335-2-23:2003 for skin- or hair-care appliances, with listed amendments. Ask the laboratory to identify the complete editions and amendments used and explain their suitability for your model and chosen conformity route. Do not treat a report citing only the general standard as a complete hair-dryer assessment.
Include the Plugs and Sockets etc. (Safety) Regulations 1994, the Electromagnetic Compatibility Regulations 2016 and the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment Regulations 2012 in the compliance review. Request model-specific electromagnetic-compatibility evidence and restricted-substance technical documentation.
Commercial importers also have producer obligations under the Waste Electrical and Electronic Equipment Regulations 2013, including annual producer registration. Arrange this before launch. Cambridge China Bridge's testing and certification service can help organise the model-specific evidence review.
UK duty on Chinese-origin hair dryers
The UK Trade Tariff page for 8516310000 describes the goods as hairdryers and shows a standard duty rate of 2% and import VAT of 20%. Check any additional measures applicable to Chinese-origin goods before declaring the shipment.
The table covers complete hair dryers imported into Great Britain. Have a multifunction styling set or heated brush classified against its actual functions before using this code. Recheck the tariff for the declaration date.
| Goods | Commodity code | Duty | Anti-dumping duty on China |

| Complete hair dryers | 8516310000 | 2% | Check before declaration |

Worked duty and import VAT example
Hypothetical values, not a quotation: assume the shipment's correctly determined customs value is £10,000, including freight and insurance to the GB border. Assume a further £300 of transport to the first UK destination is not already included, and no other valuation additions apply.
Duty: £10,000 × 2% = £200. Import VAT base: £10,000 + £200 duty + £300 onward transport = £10,500. Import VAT: £10,500 × 20% = £2,100. Duty plus import VAT totals £2,300.
HMRC includes customs duty and relevant incidental expenses to the first UK destination in the import VAT value. The £300 assumption therefore matters: calculating VAT only on customs value plus duty would understate this example. See the UK import duty and VAT guide for the wider calculation.
Frequently asked questions
Is a CE certificate for a similar dryer enough?
Require evidence that identifies your model and its component configuration. Compare the report's photographs, model references and component schedule with the sample and production units. Resolve unexplained differences before approving shipment.
Can I test blocked-inlet safety during an ordinary inspection?
Commission the abnormal-operation assessment from a competent laboratory using the applicable procedure. Give the shipment inspector the resulting approved configuration and agreed routine checks; do not improvise a mains-powered fault test.
What should stop shipment approval?
Our recommended hold points are an unapproved motor, heater, protector, cable, plug or fuse substitution; unresolved safety-test failures; or production units that cannot be reconciled with the assessed model. Require documented resolution before release.
