UK duty on grit hand-cleaning soap

Read from the UK Trade Tariff on 29 September 2026, heading 3401 covers soap, shaped soap preparations, retail liquid or cream skin washes and soap-impregnated materials. Grit hand cleaners can differ in soap content, physical form and retail presentation. The table shows candidate lines for finished cleaners and soap inputs; the product name alone does not establish classification. See the liquid hand soap guide for the wider heading.

The soap lines shown carry 0% standard duty from China; 3401 30 00 00 carries 4%. The snapshot lists no anti-dumping or countervailing duty. Its 0.00 % suspension applies only to retail liquid or cream hand or skin washes and excludes mixtures, preparations or products made up of different components containing those products. Do not assume a grit-containing cleaner qualifies. The snapshot also lists waste export controls and a dangerous-chemical export control for 3401 20 90 00.

All listed lines carry a waste import control. For waste imported into England under notification controls, shipment must await consent from the Environment Agency and other competent authorities involved. Ask your customs broker to confirm whether the China shipment is waste and which dispatch-country requirements apply. Provide the complete formula, product form and packaging to confirm the commodity code, including any suspension eligibility, before ordering.

Specify the abrasive and the dispensing system

Specify whether the cleaner is a bar, paste, cream or liquid; whether it needs rinsing; and the workshop soils it should remove. Record the abrasive material, particle size distribution, loading, texture, fragrance and fill quantity. Compare samples on the intended grease or grime, using the proposed dispenser. Ask for evidence of abrasive identity rather than accepting a supplier's description of grit.

Plastic microbeads in rinse-off personal care and cosmetic products are covered by the sales ban. Specify a non-plastic abrasive and verify its composition before approving the formula. Pumice and ground shell are possible materials to discuss with the formulator; neither is a substitute for assessing the finished product.

For sale in Great Britain as a cosmetic, confirm with OPSS the Responsible Person's address requirements, safety assessor qualifications and notification steps and timing before making the product available. The Responsible Person must keep the product information file in English. Agree who supplies the full formula and supporting documents before approving production.

Worked duty example

Illustrative example, not a quote: Illustrative pallet of retail grit hand-cleaning cream tubs, assuming the standard duty applies under 3401 30 00 00, invoiced at £2,200 free on board, with £1,168 of freight and insurance to the UK. The customs value is £3,368. Duty at 4% is £134.72. Import VAT at 20% is charged on the customs value plus duty, £3,502.72, so it is £700.54. Import taxes total £835.26; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £134.72 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Abrasive: check material identity, particle distribution and even suspension against the approved sample; look for coarse fragments and settled grit.

Performance: compare grease removal, rinsing and residue with the approved sample; check that the intended pump dispenses without blockage.

Batch documents: match the supplied formula, abrasive specification and safety assessment to the delivered batch; compare microbial and stability results with the agreed specification.

Packing and labels: check fill quantity, seals, leaks and batch identification against approved artwork. Cosmetic product information must be in English and easy to read. Retain arrival samples for comparison with subsequent deliveries.

What goes wrong

Common failure points to check are grit settling, coarse particles, pumps blocking, cream separating and lids leaking. A substitute abrasive can change both feel and dispensing. Agree how the factory records ingredient changes, and compare delivered goods with retained samples through a quality inspection.

A cleaner can match the sample's colour while differing in abrasive composition or cleaning performance. Keep approval tied to the formula and pack, and have the broker check suspension eligibility rather than treating every retail hand cleaner as duty-free.
