Sourcing grinding and cutting wheels

0% duty

Read from the UK Trade Tariff on 26 September 2026, millstones and grindstones, grinding wheels and cutting discs of agglomerated synthetic or natural diamond, of other agglomerated abrasives, reinforced or not, of ceramics or silicates, of natural stone, and hand sharpening stones carried 0% duty on goods from China, with no anti-dumping measure. BS EN 12413 and safe use

BS EN 12413 sets safety requirements for bonded abrasive products: strength tested by rotation at a margin over the maximum operating speed, dimensional and balance tolerances, and marking with the maximum operating speed in metres per second and revolutions per minute, restrictions of use and, for resin and other organic bonds, an expiry date because the bond ages. Diamond and CBN wheels follow BS EN 13236. Membership of the Organisation for the Safety of Abrasives is a common buyer check.

Discs sold to consumers are covered by the General Product Safety Regulations 2005, and the marking must suit the angle grinders they will be fitted to. Workplaces using them rely on the Provision and Use of Work Equipment Regulations, so trade buyers ask for the test evidence. See the machine tool accessories guide.

Worked duty example

Suppose, purely for illustration, you import 100,000 reinforced resin cutting discs under 6804 22 18 00. At £30,000 free on board and £2,500 to ship and insure, the customs value is £32,500. With 0% duty on bonded abrasive wheels, the only charge is import VAT: 20% of £32,500, or £6,500. VAT-registered businesses usually recover that in their next return. What goes wrong

Abrasive wheels fail dangerously when they fail. Discs burst at speed because the reinforcing mesh or bond is weak, the marked maximum speed is higher than the disc was tested for, and resin discs are sold past their expiry date or without one. Discs run out of true or out of balance, the bore does not fit the flange, cut rate and life fall short of the sample, and diamond segments detach from the core.

Ask for speed test records to BS EN 12413 or BS EN 13236 for each batch, check marking of maximum speed, dimensions, restrictions and expiry date on every disc, check runout and balance on samples, fit bores on the target spindle and flanges, run cut-rate and wear trials against an approved reference, and check diamond segment adhesion.
