Sourcing frozen unminced fish trimmings from China

The selected frozen unminced fish trimming lines carry 6% to 14% UK duty from China. Before ordering, confirm country and plant approval, health paperwork and border arrangements; wild-caught fish also needs catch-document checks. Specify usable fish weight, bones and skin. Duty depends on species and presentation

Read from the UK Trade Tariff on 30 September 2026, heading 0304 covers fish fillets and other fish meat, whether or not minced, fresh, chilled or frozen. This guide concerns plain frozen unminced fish trimmings for human consumption. The selected cod, Argentine hake and other specified whitefish lines carry 6% duty from China, Atlantic salmon 8% and herring 14%. No anti-dumping, countervailing duty or suspension is recorded for these selected lines.

The selected lines carry veterinary and organic import controls; the selected whitefish and herring lines also carry illegal fishing controls. For Great Britain, confirm country and plant approval, health certification, advance notification and a designated border control post with your customs broker. For wild-caught fish, confirm the validated catch certificate and any endorsed Chinese processing statement linking foreign-flagged catches to the trimmings. The salmon line also lists an export CITES control; ask your broker to confirm its relevance to the proposed trade.

For organic trimmings, confirm the certificate-of-inspection requirement with your customs broker; the exporter’s control body issues the certificate. Confirm the commodity code using species, composition, unminced presentation and intended processing. The table assumes fish meat matching each species line. Do not classify from the word ‘trimmings’ alone. For the wider heading and a different meat presentation, see frozen minced fish blocks.

Specify the usable pieces, skin and bones

Specify the commercial and scientific species names, wild or farmed source, and whether the lot contains mixed species. Describe the cuts: belly flaps, tail pieces or irregular meat pieces. Agree piece size, permitted fine fragments, skin, dark meat, fat and bone content. State whether pieces are individually frozen or packed together, and record added water, glaze and other ingredients.

Agree a deglazing and thawing method, then compare usable yield and cooked texture with a retained sample. Trial the pieces in the intended recipe rather than judging the frozen pack alone. Before ordering, check country and plant approval and ask port health about any China-specific import restrictions, particularly for farmed material. Arrange for an authorised certifying officer to complete and sign the health certificate.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of frozen Atlantic cod unminced trimmings under 0304 95 25 90, invoiced at £16,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 6% is £1,050. Import VAT at 20% is charged on the customs value plus duty, £18,550, so it is £3,710. Import taxes total £4,760; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,050 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Weight and glaze: weigh sampled fish after removing glaze and packaging. Compare usable yield after thawing with the agreed method. Solid foods packed in an ice glaze must show drained net weight.

Pieces and composition: check piece size, fine fragments, skin, dark meat, fat, bones and foreign matter against the retained sample. Keep belly flaps separate from lean trimmings when comparing performance.

Condition and cold chain: review transport temperature records and check arrival temperature against the agreed specification. Inspect for freezer burn, thawing, visible parasites and unusual odour; compare thaw loss and cooked texture.

Identity and documents: match species, scientific name, production method, catch area and batch references across cartons and relevant certificates. Keep sampled pieces linked to their cartons. Plan sampling through the quality inspection guide.

What goes wrong

A pack can meet its gross weight while delivering too little usable meat after deglazing and thawing. Excess fine fragments, fatty belly pieces or skin can change a recipe, while bones can defeat a boneless specification. Mixed cuts cook unevenly. Record these defects against the agreed sample, weighing method and cut description.

A document mismatch can delay clearance even when the fish meets the purchase specification. Reconcile the catch certificate, applicable processing statement, health certificate and carton batch details before shipment. Keep arrival photographs, weight results and temperature records with the batch. Use factory verification to check the proposed processor before committing to an order.

Frequently asked questions

What is the UK import duty on frozen unminced fish trimmings from China?

The selected cod, Argentine hake and other specified whitefish lines carry 6%; Atlantic salmon carries 8% and herring 14%.

Can any Chinese fish factory supply trimmings for Great Britain?

Confirm country and plant approval, health certification, advance notification and border control post arrangements before ordering. Ask port health about China-specific restrictions for the actual species and source.

Do fish trimmings processed in China need a catch certificate?

For wild-caught fish, confirm validated catch-certificate requirements. If another country’s catch is processed in China, also confirm the endorsed Chinese processing statement linking the trimmings to that catch.

How do I check the usable weight of frozen fish trimmings?

Agree the deglazing and thawing method before ordering. Weigh fish without packaging or glaze, then record thaw loss and usable meat after removing material outside the agreed skin, fat and bone specification.
