Duty and controls for frozen skate wings
Read from the UK Trade Tariff on 30 September 2026, heading 0304 covers fish fillets and other fish meat, fresh, chilled or frozen. This guide concerns plain frozen skate wings retaining cartilage. The supplied rays and skates line carries 6% duty for goods from China, with no anti-dumping, countervailing duty or suspension recorded. The table shows commercial presentations under the same tariff line.
The line carries veterinary, illegal-fishing and organic import controls. For Great Britain, confirm country and establishment approval, health certification, advance notification and designated border control post arrangements with your customs broker. For wild-caught wings, confirm the validated catch certificate and any endorsed Chinese processing statement needed for foreign-flagged catches. If sold as organic, confirm certificate-of-inspection requirements; the exporter’s control body issues the certificate.
Confirm the commodity code using the scientific species name, cut photographs, retained cartilage and ingredients. Do not use the wing description alone to classify detached fillets or prepared products. For the wider heading, see frozen fish portions.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |

Specify the wing cut, skin and usable yield
Ask for the commercial and scientific species names and catch-source records. Agree whether wings are skin-on or skinned, whole or portioned, and how the thick shoulder, thin edges and cartilage are trimmed. Use photographs of the frozen and thawed cut so a supplier cannot substitute a different presentation without agreement.
Agree size grading, permitted broken edges, residual skin and membrane, glaze, added water and other ingredients. Specify individual freezing or block packing and a deglazing and thawing method. Cook a retained sample using the intended recipe, comparing flesh yield, texture and odour. Before ordering, ask port health to confirm China-specific restrictions for the actual species and source.
Worked duty example
Illustrative example, not a quote: Illustrative order: 2 tonnes of frozen skate wings, cartilage retained under 0304 97 00 00, invoiced at £16,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 6% is £1,050. Import VAT at 20% is charged on the customs value plus duty, £18,550, so it is £3,710. Import taxes total £4,760; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,050 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Cut and identity: compare sampled wings with the approved photographs. Check grading, shoulder trimming, retained cartilage, residual skin, damaged edges and foreign matter.
Weight and glaze: remove packaging and deglaze samples using the agreed method. Compare fish weight and cooked flesh yield with the specification. Solid foods packed in an ice glaze must show drained net weight.
Condition and cold chain: review transport temperature records and check arrival temperature against the agreed specification. Examine freezer burn, clumping and thawing signs. Assess thawed odour and cooked texture against the retained sample.
Labels and documents: match species, scientific name, catch area, production method, establishment and batch references across cartons and applicable certificates. Keep samples linked to their cartons. Plan sampling through the quality inspection guide.

What goes wrong
A heavy wing can deliver less usable flesh when thick cartilage, shoulder tissue or excess glaze account for too much of the delivered weight. Mixed grading and thin broken edges can cause uneven cooking. Record deglazed weights, trimming photographs, thaw loss and cooked yield using the agreed method.
The wings can match the sample while their documents fail to match the cartons. Reconcile health, catch and applicable processing documents before shipment. Keep arrival photographs and temperature records with the batch, and investigate unusual odour or thawing evidence before accepting the delivery.
