Confirm the tail presentation before using the duty

Read from the UK Trade Tariff on 30 September 2026, heading 0304 covers fish fillets and other fish meat, fresh, chilled or frozen. This guide focuses on plain frozen monkfish tail fillets. The table repeats the supplied broad frozen-fillet code for different buying presentations; these are candidate classifications, not separate species-specific tariff lines. Do not assume that a bone-in tail has the same classification.

The candidate line carries 14% duty for goods from China. No anti-dumping duty, countervailing duty or suspension is recorded. It carries veterinary, illegal fishing and organic import controls, plus CITES import and export controls. The UK Trade Tariff attaches those CITES controls to the broad line; ask your customs broker to confirm their relevance to the actual species and shipment.

Confirm the commodity code using the scientific species name, cut photographs, bone content and ingredients. For organic goods, confirm the certificate-of-inspection requirement with your broker; the exporter’s control body issues the certificate. For another product within the wider heading, see frozen skate wings.

Specify the tail cut, membrane and usable weight

Write down the commercial and scientific species names, catch source and processing plant. Agree whether the product is a bone-in tail or a boneless tail fillet, whether skin remains, and how thoroughly the outer membrane must be removed. Specify size grading, trimming, freezing presentation, glaze, added water and other ingredients. Keep photographs and a retained sample.

For Great Britain, confirm country and establishment approval, applicable health certification, advance notification and designated border control post arrangements before ordering. For wild-caught fish, confirm validated catch-certificate requirements and any endorsed Chinese processing statement linking foreign-flagged catches to the supplied tails. Health certificates must be completed and signed by an authorised certifying officer.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of frozen boneless monkfish tail fillets, subject to classification under 0304 89 90 90, invoiced at £16,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 14% is £2,450. Import VAT at 20% is charged on the customs value plus duty, £19,950, so it is £3,990. Import taxes total £6,440; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,450 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Cut and identity: compare thawed samples with the agreed photographs. Check species records, tail shape, skin, membrane, remaining backbone and loose bone fragments.

Weight and glaze: remove packaging and glaze using the agreed method, then record fish weight and thaw loss. Solid foods packed in an ice glaze must show drained net weight. Compare usable cooked yield with the retained sample.

Condition and cold chain: review transport temperature records and check arrival temperature against the purchase specification. Examine freezer burn, damaged wrapping, clumping, unusual odour and thawing signs.

Labels and documents: match carton species, scientific name, catch area, batch and plant details against the relevant health and catch paperwork. Keep samples linked to their cartons. Plan sampling through the quality inspection guide.

What goes wrong

A quotation for tails may refer to bone-in pieces while the buyer expects boneless fillets. Heavy membrane, uneven grading and incomplete trimming can reduce usable yield. Glaze can conceal a fish-weight shortfall. Compare deglazed weight, trimming loss and cooked texture using the agreed method before accepting a batch.

The fish may match the sample while the plant or batch details fail to match the documents. Reconcile the health certificate, catch certificate, applicable processing statement and carton references before shipment. Ask the intended border control post about China-specific eligibility. Use factory verification to check the proposed processor.
