Sourcing Foil Rolling Mills from China

Foil rolling mills and the selected replacement rolls and parts from China carry 0% UK duty throughout, with no listed anti-dumping duty. Confirm the machinery safety requirements and UKCA or CE marking route for complete mills supplied in Great Britain with the relevant authority. Cambridge China Bridge sources foil rolling mills.

Zero duty on foil mills and replacement rolls

Heading 8455 covers metal-rolling mills and their rolls. Foil rolling mills that reduce metal thickness by cold rolling fall within the cold rolling mill line. Replacement work rolls, back-up rolls and other mill parts have separate lines. The wider cold rolling mill guide covers related equipment.

Read from the UK Trade Tariff on 3 October 2026, all selected lines carried 0% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing measures, suspensions or attached import controls for these lines. Import VAT at 20% is separate from customs duty; see import duty and VAT.

Confirm the commodity code against the machine's function and the shipment contents. For rolls, establish the material, manufacturing method and whether they are work rolls or back-up rolls. Motors, gearboxes and drives may be declared separately, so give the customs broker the equipment schedule.

Specify the foil and the rolling process

State the metal and alloy, incoming strip thickness and width, finished foil thickness and tolerances, coil dimensions and weight, and required surface finish. Define thickness variation across the width and along the coil, flatness, edge quality and acceptable pinholes. Agree how these will be measured during acceptance.

Specify roll material, hardness, surface roughness and run-out, together with tension control, thickness measurement, coolant filtration and winding arrangements. Identify the drive and control components, spare-roll drawings and access to control software. Trial the mill with your intended feedstock rather than accepting an unloaded demonstration.

For a complete mill supplied in Great Britain, confirm with the relevant authority how the Supply of Machinery (Safety) Regulations 2008 apply, including guarding, emergency stops, a declaration of conformity and UKCA or CE marking. The responsible person must compile the technical file and make it available on request. If the supplier provides only part of the line, agree who integrates it and signs the declaration for the assembled machine.

Worked duty example

Illustrative example, not a quote: Illustrative order: 12 replacement cold-rolling work rolls for a foil mill under 8455 30 39 00, invoiced at £180,000 free on board, with £9,000 of freight and insurance to the UK. The customs value is £189,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £189,000, so it is £37,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Foil output: witness a loaded trial and compare recorded thickness, flatness, surface finish and winding quality with the agreed acceptance criteria.

Rolls: check barrel and neck dimensions, bearing seats, hardness records, surface condition and run-out against the drawings; review ultrasonic reports against the agreed criteria.

Controls and safety: test tension response, thickness measurement, guards and emergency stops, including behaviour during threading and stopping.

Arrival: inspect for corrosion and transit damage, reconcile the packing list and spare rolls, and match the machine identification, marking, declaration and operating documents. Plan quality inspection around the loaded trial and arrival checks.

What goes wrong

A mill may produce acceptable foil during a short demonstration but struggle with the buyer's alloy or feedstock. Poor tension control can cause wrinkles, strip breaks or uneven winding. Roll marks, excessive run-out and contaminated coolant can spoil the surface. Record the trial conditions and retain labelled foil samples so disputes concern measurable results.

A mill stand bought without clearly defined winding, cooling or control interfaces can leave the buyer with an integration problem. Unnamed bearings and drives complicate repairs, while missing guarding or conformity documents delay acceptance. Put the equipment boundaries, component makes and document responsibilities into the purchase specification.

Frequently asked questions

What is the UK import duty on foil rolling mills from China?

The supplied tariff facts show 0% duty for cold rolling mills under 8455 22 00 00 and the selected rolls and parts, with no listed anti-dumping or countervailing duty. Import VAT is separate.

Does a foil rolling mill need UKCA marking?

Confirm the UKCA or CE marking route, declaration of conformity and machinery safety requirements for a complete mill supplied in Great Britain with the relevant authority. CE marking remains accepted.

How do I check that the mill can make my foil?

Witness a loaded trial using your intended alloy and feedstock. Agree thickness variation, flatness, surface finish and winding criteria beforehand, then retain the measurements and labelled samples.

What should I specify when ordering replacement foil mill rolls?

Specify material, manufacturing method, barrel and neck dimensions, bearing seats, hardness, surface roughness and run-out. Request heat treatment records, a hardness map and ultrasonic reports.
