Sourcing fluorescent lamps from China
Fluorescent-lamp tariff lines from China carry 0% UK duty throughout, but mercury controls and expired general-lighting exemptions make import eligibility the first check. Confirm the exact lamp and intended use before ordering. Cambridge China Bridge sources fluorescent lamps.

Zero duty, with mercury controls
Read from the UK Trade Tariff on 30 September 2026, heading 8539 covers electric lamps and light sources. Fluorescent lamps sit within its discharge-lamp branches. The table distinguishes double-ended hot-cathode lamps, other hot-cathode lamps and display backlights; the residual discharge-lamp line needs particular care.
The selected lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. Each attaches mercury import control. The double-ended and display-backlight lines also attach dangerous-chemical export controls. The UK Trade Tariff attaches these controls; the importer should confirm the exact requirements with their customs broker before ordering.
Use the cathode type, cap arrangement, application and manufacturer’s technical description to confirm the commodity code. Zero duty does not establish permission to import. For a different light-source family within the heading, see LED replacement tubes. For UK-to-China trade, see our guide to exporting LED lamps to China. For sodium lighting, see our low-pressure sodium lamp sourcing guide. For portable lighting, see our guide to rechargeable inspection lamps.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Hot-cathode fluorescent lamps with double-ended caps | 8539 31 10 90 | 0% | None |
| Other hot-cathode fluorescent lamps | 8539 31 90 90 | 0% | None |
| Cold-cathode fluorescent lamps for flat-panel display backlighting | 8539 39 20 00 | 0% | None |
| Other discharge lamps, potentially including external-electrode fluorescent lamps | 8539 39 80 90 | 0% | None |
Specify the lamp and establish its permitted use
Record the intended equipment, lamp shape, overall length, tube diameter, cap and pin arrangement, rated power, ballast compatibility, colour temperature and light output. Ask the factory to identify the mercury content and provide reports naming the actual model. A lamp that fits the holder may still be incompatible with its ballast.
Mercury controls apply where mercury has intentionally been added. Published determinations revoke mercury exemptions for general-lighting compact lamps and double-capped linear lamps, with expiry on 1 February 2024. Do not rely on an old exemption statement. Ask a compliance adviser to establish whether the precise application has a current exemption before approving a sample or shipment.
For an eligible product, confirm with the relevant authorities which declaration and technical documentation are needed, and assemble them. Ask those authorities to confirm applicable electrical safety, electromagnetic compatibility, hazardous-substance restrictions, light-source ecodesign and energy information requirements, and waste electrical equipment responsibilities. Match the assessment to the actual lamp and intended market.
Worked duty example
Illustrative example, not a quote: Illustrative only: 3000 specialist fluorescent lamps, conditional on confirmed import eligibility under 8539 31 90 90, invoiced at £5,000 free on board, with £1,260 of freight and insurance to the UK. The customs value is £6,260. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,260, so it is £1,252. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: compare lamp markings, model references and carton labels with the approved specification and supporting reports.
Fit: measure the tube and pins, check cap alignment and test samples in the intended holder and ballast.
Operation: check starting, visible flicker, colour consistency and light output against the approved sample under the same conditions.
Packing: check separators, end protection and carton condition; record cracked glass, loose caps and bent pins before accepting the delivery.

What goes wrong
A supplier may offer a familiar replacement tube with an old exemption statement, or describe a general-lighting lamp as a special-purpose product without evidence. Treat the declared application as something to verify, not a purchasing shortcut. Resolve import eligibility before committing to production.
Other failures include a changed phosphor coating, inconsistent colour, poor starting with the buyer’s ballast and broken tubes inside apparently intact cartons. Keep an approved sample and require written approval for material changes. Mercury-added products must be disposed of as hazardous waste.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.
Frequently asked questions
What is the UK import duty on fluorescent lamps from China?
The selected fluorescent-lamp and relevant discharge-lamp lines carry 0% duty, with no trade remedy or suspension recorded. Mercury import controls still need checking.
Can I still import fluorescent lamps for general lighting?
Do not assume so. Published mercury exemptions for general-lighting compact and double-capped linear lamps expired on 1 February 2024. Confirm the precise product’s current import and market eligibility before ordering.
What should I send a Chinese fluorescent-lamp factory?
Send the equipment application, lamp dimensions, cap and pin drawing, rated power, ballast details, colour and output requirements, plus the evidence you need for the exact model.
How should I check fluorescent tubes on arrival?
Check model identity, glass damage, cap security and pin alignment. Test samples with the intended ballast and compare starting, flicker, colour and output with the approved sample.
