Sourcing floating debris barriers from China

Floating debris barriers classified under 8907 90 00 00 attract 0% UK duty from China. Check the attached fluorinated-gas control with your broker and, in England, whether river installation needs permission. Cambridge China Bridge sources floating debris barriers.

Duty and controls for floating debris barriers

Read from the UK Trade Tariff on 4 October 2026, heading 8907 covers other floating structures. Complete floating debris barriers may fall under 8907 90 00 00, subject to confirmation of their construction and function. The table shows product variants against that same tariff line, rather than separate commodity lines.

The supplied tariff snapshot shows 0% duty for goods from China, no anti-dumping or countervailing measure and no suspension. It attaches an import control for fluorinated greenhouse gases. Great Britain prohibits placing products containing banned fluorinated gases on the market. Ask the factory for the float and foam composition, and ask your customs broker to confirm the control's applicability and declaration requirements for the Chinese goods.

The snapshot also lists a cultural-object export-licence measure. Official guidance says cultural objects have no import licensing requirements in Great Britain; ask your broker to confirm the relevance of the export flag. Confirm the commodity code using drawings and a materials list. For related equipment within the heading, see inflatable oil-spill containment booms.

Specify the debris, current and anchoring

Describe the debris to intercept, such as bottles, branches or vegetation, and the intended collection point. Specify float material, buoyancy, freeboard, skirt depth or mesh opening, load-carrying cable or chain, connector geometry and corrosion protection. Give the designer the site's current, water-level variation, wave exposure and bank arrangement.

Agree how accumulated debris will be removed, how the barrier can be released for maintenance, and which anchors and bank fittings are included. In England, work on or near a river may need permission. Check the site permission position before ordering a barrier made to the proposed layout.

Worked duty example

Illustrative example, not a quote: Illustrative order: a modular floating debris barrier system with connectors and anchors under 8907 90 00 00, invoiced at £48,000 free on board, with £6,500 of freight and insurance to the UK. The customs value is £54,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £54,500, so it is £10,900. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Floats: check dimensions, weight, wall thickness, seals and material records against the approved sample; check buoyancy and freeboard in an agreed assembly test.

Connections: assemble adjoining sections and bank fittings; check pin retention, alignment and the agreed load test for the cable, chain and connectors.

Skirts and mesh: check depth, openings, seams, attachment points and ballast; look for gaps through which the target debris could escape.

Arrival: inspect floats for punctures or deformation, count connectors and anchor components, and check that packing has not bent skirts or damaged mesh. Use an agreed inspection checklist.

What goes wrong

A barrier can look satisfactory in still water yet submerge or pull its bank fittings loose when debris accumulates. Thin float walls, weak connector lugs and an underspecified load-carrying cable can undermine the assembly. Ask for a design explanation covering the expected debris load and how that load reaches the anchors.

Mesh openings can let the target litter pass, while dense vegetation can block a skirt and increase drag. Poor access makes emptying difficult. Agree the collection and maintenance method with the operator, and check the proposed factory's moulding, assembly and test capability through factory verification.

Frequently asked questions

What is the UK import duty on floating debris barriers from China?

The supplied tariff snapshot shows 0% for goods from China under 8907 90 00 00, with no anti-dumping or countervailing measure. Confirm that the complete barrier belongs under this code.

Do I need permission to install a floating debris barrier?

In England, work on or near a river may need permission. Check the proposed location before ordering. The cited permission guidance applies to England.

Why does the tariff show a fluorinated-gas control?

The control is attached to the commodity line. Obtain the float and foam composition and ask your broker to confirm applicability. Products containing banned fluorinated gases cannot be placed on the Great Britain market.

What should I send a Chinese debris-barrier factory?

Send the site layout, current and water-level information, target debris, collection method, float and skirt specification, connector drawings and anchoring scope. Agree assembly and load checks before production.
