Zero duty, subject to classification

Read from the UK Trade Tariff on 4 October 2026, heading 8907 covers other floating structures. Its “Other” line, 8907 90 00 00, carries 0% duty for goods from China. The supplied facts show no anti-dumping or countervailing duty and no suspension. The table presents boom variants against this candidate code, rather than separate tariff subdivisions. For the wider heading, see floating pontoons and liferafts.

The tariff attaches an import control of fluorinated greenhouse gases to the “Other” line. Products containing banned fluorinated gases must not be placed on the Great Britain market. Ask the factory to identify any gas supplied with the boom, and have your customs broker confirm the control's requirements for the exact shipment. The tariff also lists a cultural-goods export licence control; official guidance concerns exporting cultural objects from Great Britain.

Confirm the commodity code using drawings, materials, flotation method and intended function. Do not assume that an inflatable boom is an inflatable raft. Include separately supplied inflators and reels in the classification discussion. Import VAT is normally 20%; see UK import duty and VAT for the calculation method.

Specify the skirt, air chambers and deployment

State the intended water conditions, oil exposure, section length, inflated diameter, freeboard and skirt depth. Specify the coated fabric, reinforcement, coating thickness, seam construction, abrasion resistance and resistance to oil and sunlight. Define separate air chambers, valve type, working pressure and the agreed pressure-retention test, including how temperature changes will be recorded.

Specify ballast, the longitudinal tension member, towing attachments and connector drawings that match your existing equipment. Agree how the boom packs onto a reel or into bags, and list repair materials and valve spares. Ask for instructions covering inflation, deployment, retrieval, cleaning, repair and storage.

Worked duty example

Illustrative example, not a quote: Illustrative order: 60 metres of inflatable oil spill containment boom under 8907 90 00 00, invoiced at £6,500 free on board, with £3,000 of freight and insurance to the UK. The customs value is £9,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,500, so it is £1,900. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Air retention: inflate sample sections to the agreed working pressure, record temperature and pressure, and check seams, valves and chamber isolation for leaks.

Fabric and skirt: compare material records and measured construction with the approved sample; inspect coating damage, seam edges and skirt attachment.

Connections and load path: join adjacent sections using your connector sample, check locking parts, and verify agreed tests of tension members and towing attachments.

Arrival and packing: inspect folded areas for abrasion, corrosion on fittings and damage from the reel; reconcile section identification, repair supplies and instructions. Use an agreed quality inspection plan.

What goes wrong

A leaking valve or seam lowers the float and reduces freeboard. An inadequately restrained skirt can lift in moving water, allowing oil to escape beneath it. Connectors can fit loosely or fail to match existing sections, while towing loads can tear fabric if the tension member does not carry the load.

A still-water demonstration does not establish performance at your deployment site. Agree acceptance tests for the intended current and wave conditions before ordering, and inspect the packed production batch against the approved sample. Check the factory's seam-making equipment and test records through factory verification.

Frequently asked questions

What is the UK import duty on inflatable oil booms from China?

The supplied tariff facts show 0% for “Other” floating structures, 8907 90 00 00, with no anti-dumping or countervailing duty. Confirm that this code covers your boom.

Are inflatable oil booms classified as inflatable rafts?

Do not assume so because they inflate. Ask your customs broker to assess their containment function and construction against the “Other” floating-structures line.

Does the fluorinated-gas import control apply to an air-inflated boom?

The tariff attaches the control to the code. Identify any supplied gas and ask your customs broker to confirm the declaration requirements for your air-inflated product.

How do I check an inflatable oil boom before shipment?

Test air retention at the agreed pressure, inspect seams and skirt attachment, join connectors to your existing equipment, and check tension members, packing and operating instructions.
