Sourcing flexible printed circuits from China

Flexible printed circuits from China carry 0% UK duty across the supplied heading 8534 lines. Business-to-business component sales are outside the hazardous-substances rules themselves, but an in-scope finished assembly must comply. Specify materials and bend conditions. Cambridge China Bridge sources flexible printed circuits.

UK duty on flexible printed circuits

Heading 8534 covers printed circuits, including flexible constructions. Classification depends on whether the circuit consists only of conductor elements and contacts, whether it is multilayer, or whether it contains other passive elements. The supplied tariff file contains only the lines shown in the table.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines carried 0% duty for goods from China. The file records no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is separate from customs duty.

Confirm the commodity code against the fabrication drawing and the goods as imported. Mounted-component assemblies need separate classification consideration. For constructions combining rigid and flexible regions, see the rigid-flex printed circuit board guide.

Specify the flexible build and bend conditions

Supply controlled fabrication files and a drawing stating the flexible film, adhesive construction, copper thickness, layer stack-up, finished thickness, coverlay openings and surface finish. Mark connector contact areas, stiffener material and position, outline tolerances and the drawing revision that governs production.

State whether the circuit bends during installation or moves repeatedly in service. Define bend locations, radius, direction, movement and acceptance tests. Approve samples in the intended enclosure and connector. Ask for electrical testing of every circuit, with impedance results where the design needs them.

For component circuits sold between businesses, the hazardous-substances rules apply to an in-scope finished assembly rather than the component sale itself. The finished-product manufacturer must establish component compliance before incorporation. Request material declarations covering the flexible film, copper, adhesive, coverlay, stiffeners and finish.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 multilayer bare flexible printed circuits under 8534 00 11 00, invoiced at £20,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £21,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £21,500, so it is £4,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Build: compare the batch with the approved drawing and stack-up; check thickness, outline, contact dimensions, coverlay openings and stiffener position.

Bending: inspect for creases, exposed copper and delamination; test samples in the agreed installed shape and movement conditions.

Electrical records: match circuits to batch test records; review continuity, isolation and specified impedance results, including checks after agreed bend testing.

Arrival condition: examine contact finishes and packaging; check batch identification, moisture protection and damage at unsupported tails before assembly.

What goes wrong

A flexible circuit can pass electrical testing while flat and develop intermittent connections after bending. Creased copper, damage near stiffener edges and poorly positioned bend zones can cause failures. Incorrect contact dimensions or coverlay registration can prevent reliable connector engagement.

Unapproved changes to film, adhesive, copper or stiffeners can change bending and assembly performance. Require written approval for material changes, compare production samples with the approved build, and investigate failures using electrical records and physical examination before accepting the batch.

Frequently asked questions

What is the UK import duty on flexible printed circuits from China?

All supplied heading 8534 lines carry 0% duty for goods from China, with no recorded anti-dumping or countervailing duties. Import VAT is separate.

Which commodity code covers multilayer flexible circuits?

8534 00 11 00 covers multilayer printed circuits consisting only of conductor elements and contacts. Confirm the construction and imported condition against that description.

What should I send a flexible circuit factory?

Send fabrication files and a controlled drawing covering film, adhesive, copper, stack-up, coverlay, contacts, stiffeners and finish. Define bend conditions and acceptance tests.

Is a flat electrical test enough for a flexible circuit?

Ask for electrical testing of every circuit plus sample tests under the agreed bend conditions. Check continuity after bending and verify the fit in the intended connector and enclosure.
