Expanded tobacco duty and supplied form

Read from the UK Trade Tariff on 29 September 2026, heading 2403 covers other manufactured tobacco, manufactured tobacco substitutes, homogenised or reconstituted tobacco, and tobacco extracts and essences. For expanded tobacco, describe whether the shipment is a manufacturing input, smoking tobacco or a finished blend. The table gives candidate lines for those different forms, rather than interchangeable codes.

The listed smoking-tobacco lines carry 70% customs duty for goods from China. The residual other-manufactured-tobacco line carries 16%, subject to classification. The supplied snapshot records no anti-dumping or countervailing duty, suspension or attached import control on these lines. Tobacco excise is separate. HMRC treats tobacco smokeable without further industrial processing as smokeable even when unsuitable for retail sale.

Give your broker samples, composition, processing details, intended use and immediate packing weight to confirm the commodity code. Do not select the residual line simply because the shipment is described as an industrial ingredient. See manufactured tobacco for the wider heading.

Specify expansion, moisture and filling behaviour

Specify the tobacco type and blend, leaf or stem content, expansion process, cut dimensions, bulk density, moisture and permitted fines. Agree how the factory will measure density and moisture so arrival results can be compared with the approved sample. Request the ingredient declaration and a batch-linked analysis report.

Approve samples in your intended blending and filling process. Check settling after handling, dust generation and whether the material feeds consistently. Agree protective liners, closure methods, storage instructions and batch identification. Keep a sealed reference sample for comparison during quality inspection.

If the material is treated as raw tobacco, resolve HMRC approval or any applicable exemption before dealing in it. For a finished tobacco product offered for sale, failure to make the required notification means it must not be supplied for sale in the UK. Importers must also follow tobacco track and trace rules. Review the health warnings and, where a fiscal mark is required, ensure it is applied before UK entry.

Worked duty example

Illustrative example, not a quote: Illustrative trial consignment of bulk expanded smoking tobacco; customs duty only, excluding tobacco excise under 2403 19 90 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 70% is £1,766.10. Import VAT at 20% is charged on the customs value plus duty, £4,289.10, so it is £857.82. Import taxes total £2,623.92; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,766.10 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the tobacco type, blend, ingredient declaration and batch report to the purchase specification.

Physical properties: compare cut dimensions, bulk density, moisture and fines with the approved sample using the agreed methods.

Condition: inspect for damp patches, visible mould, foreign material, torn liners and compacted or crushed contents.

Documents and packs: reconcile net weights, batch references and supplied form; compare any retail artwork and markings with the reviewed proof.

What goes wrong

A sample can fill well while the delivered batch settles differently or contains more fines. Check material after representative handling and trial it in the intended equipment before accepting the batch. Record discrepancies against the agreed density, moisture and cut specification.

Another mistake is treating a bulk manufacturing description as proof that excise does not apply. Resolve smokeability, tariff classification and the excise treatment before shipment. A customs-duty illustration alone does not establish the full import tax cost.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on expanded tobacco from China?

Candidate lines carry 16% to 70%. Smoking-tobacco lines carry 70%; the residual other-manufactured-tobacco line carries 16%, subject to classification. Tobacco excise is separate.

Does bulk expanded tobacco escape tobacco excise?

Bulk packing alone does not settle the question. HMRC treats tobacco smokeable without further industrial processing as smokeable even if unsuitable for retail sale. Confirm the excise treatment before shipping.

What should I specify when buying expanded tobacco?

Specify tobacco type, blend, leaf or stem content, expansion process, cut dimensions, bulk density, moisture and fines. Agree measurement methods and approve a sample in your intended process.

What should I check when expanded tobacco arrives?

Check batch identity, moisture, density, cut consistency, fines and filling behaviour. Inspect liners and contents for damage, compaction, dampness, visible mould and foreign material.
