Chewing tobacco duty and classification
Read from the UK Trade Tariff on 29 September 2026, heading 2403 covers other manufactured tobacco, manufactured tobacco substitutes, reconstituted tobacco, extracts and essences. Chewing tobacco falls within 2403 99 10 00, shared with snuff, at 40% duty from China. The table shows different chewing forms sharing that supplied tariff line.
The supplied line records no anti-dumping or countervailing duty, suspension or attached import control. Separately, imported tobacco becomes liable for UK excise duty on arrival, and importers must follow tobacco track and trace rules. Ask your broker to account for excise separately from customs duty and VAT; the illustrative values are not a complete landed-cost calculation.
Give your broker the formulation, physical samples, intended use and packaging to confirm the commodity code. For the wider heading and its snuff products, see dry snuff tobacco.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Chewing tobacco in long strands | 2403 99 10 00 | 40% | None |
Specify the tobacco, chewing form and packaging
Agree the tobacco blend, leaf cut, strand or block dimensions, moisture, flavouring ingredients, nicotine specification and net contents. Keep an approved sample and a batch-specific laboratory report. Describe how the product is intended to be chewed. Snus and other relevant oral tobacco products are banned in the UK; a supplier’s chewing-tobacco label should trigger a product review rather than settle its status.
Chewing tobacco packaging must carry the prescribed health warning: ‘This tobacco product damages your health and is addictive’. Have the complete artwork reviewed before printing, and give the factory an approved proof for each packaging format.
Tobacco products should be notified at least one day before first supply; products not notified in line with the regulations must not be supplied for sale. Obtain the factory’s formulation and product information before arranging notification. From 1 January 2027, retail sales of tobacco to anyone born on or after 1 January 2009 will be an offence. Include this change in retailer handover.
Worked duty example
Illustrative example, not a quote: Illustrative small wholesale order of packaged chewing tobacco; values exclude excise duty under 2403 99 10 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 40% is £1,009.20. Import VAT at 20% is charged on the customs value plus duty, £3,532.20, so it is £706.44. Import taxes total £1,715.64; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,009.20 of duty. The import duty and VAT guide explains each step.

Packaging: check seals, closures, net contents and moisture damage; compare the health warning and artwork with the approved proof.
Batch records: reconcile pack and carton identification with production records and laboratory reports during quality inspection.

What goes wrong
A factory may offer finely divided oral tobacco as chewing tobacco without explaining its intended use. Resolve product status before approving samples or printed packaging. A shared customs code does not settle whether the product can be sold.
Drying, excess moisture, broken strands and flavour changes can make delivered stock differ from the approved sample. Record acceptance criteria in the purchase specification and inspect representative packs before shipment. Missing notification information or artwork changes should pause release until reviewed.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
