Sourcing roll-your-own tobacco from China
Roll-your-own tobacco from China carries 70% UK customs duty across both relevant packing lines. UK sales require product notification and standardised retail packaging; characterising flavours are prohibited. Check tobacco excise separately. Cambridge China Bridge sources roll-your-own tobacco.

Roll-your-own tobacco duty and classification
Read from the UK Trade Tariff on 29 September 2026, heading 2403 covers other manufactured tobacco and tobacco substitutes, including smoking tobacco. For roll-your-own tobacco, immediate packings not exceeding 500 g fall under 2403 19 10 00; larger immediate packings fall under 2403 19 90 00. Both carry 70% duty for goods from China.
The supplied facts record no anti-dumping duty, countervailing duty, suspension or attached import control on these lines. Imported tobacco becomes liable to UK excise duty on arrival. Ask your broker to establish the excise arrangements separately; the illustrative customs duty example is not a complete landed-tax calculation.
Give your broker the blend, intended use and immediate packing weight to confirm the commodity code. The table shows purchasing variants sharing the same tariff lines, rather than separate tariff subdivisions. For the wider heading, see the pipe tobacco guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Roll-your-own tobacco in pouches, immediate packing not exceeding 500 g | 2403 19 10 00 | 70% | None |
| Roll-your-own tobacco in bulk bags, immediate packing exceeding 500 g | 2403 19 90 00 | 70% | None |
Specify the tobacco blend, cut and retail pack
Agree the leaf blend, curing method, cut width, stem content, moisture specification and complete additive list. Retain an approved sample and require written approval for formulation changes. Specify pouch or tub construction, seal performance, net tobacco weight and storage conditions.
Characterising flavours are prohibited in UK hand-rolling tobacco. Retail products in Great Britain require standardised packaging, and a unit pack must contain at least 30g of tobacco. Have the proposed formulation and artwork reviewed before approving production.
Businesses that fail to notify a product as required must not supply it for UK sale. Imported packs requiring fiscal marks must carry them before entering the UK. Resolve notification responsibility and fiscal marking with the importer before dispatch.
Worked duty example
Illustrative example, not a quote: Illustrative small wholesale batch of retail pouches of roll-your-own tobacco; customs duty illustration excludes tobacco excise duty under 2403 19 10 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 70% is £1,766.10. Import VAT at 20% is charged on the customs value plus duty, £4,289.10, so it is £857.82. Import taxes total £2,623.92; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,766.10 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Blend: match the leaf mixture, cut, stem content and additive declaration to the approved specification and retained sample.
Condition: check moisture against the agreed specification, looking for mould, insects, foreign matter, excessive dust and brittle tobacco.
Weight and seals: check net tobacco weight, pouch seams, tub closures and evidence of leakage or moisture damage during quality inspection.
Artwork and records: compare the printed packs, health-warning artwork, fiscal marking and batch identification with the reviewed production proof and shipment records.

What goes wrong
A batch can match the sample's appearance while differing in moisture, stem content or cut consistency. Dry tobacco can crumble during handling; poor seals can allow its condition to change during transport. Agree acceptance criteria and compare arrival samples with retained production samples.
A customs duty quote can leave tobacco excise unbudgeted. Packaging made for another market can also differ from the reviewed UK artwork. Check the complete tax arrangements, notification position and printed packs before releasing the shipment.
