Sourcing manufactured tobacco from China
Manufactured tobacco from China carries UK customs duty from 16% to 70%, depending on its form and packing. Tobacco products must be notified before sale, and smoking or chewing products also attract Tobacco Products Duty. Check the formulation and retail packaging before ordering. Cambridge China Bridge sources manufactured tobacco.

Customs duty and separate tobacco obligations
Read from the UK Trade Tariff on 18 November 2026, heading 2403 covers other manufactured tobacco and tobacco substitutes, homogenised or reconstituted tobacco, and tobacco extracts and essences. Specify whether the goods are smoking tobacco, chewing tobacco, nasal snuff or material for further manufacture.
Goods from China carry 70% customs duty for water-pipe and other smoking tobacco, 40% for chewing tobacco and snuff, and 16% for homogenised or reconstituted tobacco and the residual other line. The supplied tariff snapshot lists no anti-dumping or countervailing duties, suspensions or attached import controls. This does not remove separate tobacco obligations: products containing tobacco or herbal smoking mixtures that are smoked or chewed attract Tobacco Products Duty.
Confirm the formulation, intended use and immediate packing with your broker using finding your commodity code. Ask the broker to identify the excise treatment separately from customs duty before accepting the factory's classification.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |

| Other smoking tobacco in immediate packs not exceeding 500 g | 2403 19 10 00 | 70% | None |
| Other smoking tobacco in larger immediate packs | 2403 19 90 00 | 70% | None |
| Homogenised or reconstituted tobacco | 2403 91 00 00 | 16% | None |

Specify the blend, moisture and retail pack
For water-pipe tobacco, agree the tobacco blend, cut, flavour ingredients, molasses or glycerine content, moisture specification and net fill. For reconstituted tobacco, specify sheet thickness, moisture, tensile handling and intended processing. Keep an approved sample and a written ingredient specification for comparison with production.
Businesses that fail to notify a product in line with the regulations must not supply it for sale in the UK. Obtain the factory's formulation and product data before ordering. Tobacco importers must follow the tobacco track and trace rules. Have a specialist review the applicable retail packaging rules before approving artwork.
Worked duty example
Illustrative example, not a quote: Illustrative order: 500 retail packs of water-pipe tobacco; illustrative FOB and freight under 2403 11 00 00, invoiced at £2,403 free on board, with £500 of freight and insurance to the UK. The customs value is £2,903. Duty at 70% is £2,032.10. Import VAT at 20% is charged on the customs value plus duty, £4,935.10, so it is £987.02. Import taxes total £3,019.12; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,032.10 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Blend: compare ingredients, cut and aroma with the agreed specification; investigate substitutions.
Condition: check for mould, foreign matter, excessive dryness, free liquid and damaged seals.
Packing: weigh sampled packs and compare net contents, artwork and batch references with the approved documents.
Arrival: check cartons for dampness, staining and leakage; retain batch samples and record findings through quality inspection.

What goes wrong
A water-pipe blend can match the sample's aroma while differing in moisture or syrup content. This changes handling and net contents. Reconstituted sheets can become brittle or stick together during transport. Set measurable acceptance criteria rather than accepting a flavour name as the specification.
Do not confuse nasal snuff or chewing tobacco with snus intended to be sucked. HMRC identifies snus as subject to a UK sale ban. A customs code and a duty rate do not establish permission to sell the product.

Frequently asked questions
What is the UK import duty on tobacco from China?
Under heading 2403, smoking tobacco carries 70%, chewing tobacco and snuff 40%, and reconstituted tobacco and the residual other line 16%. These are customs rates, separate from Tobacco Products Duty.
Does shisha tobacco attract tobacco excise duty?
Yes. HMRC says products containing tobacco or herbal smoking mixtures that are smoked or chewed are liable to Tobacco Products Duty. Ask your broker to confirm the treatment of your exact blend.
Can I sell tobacco before notifying it?
No. Businesses that fail to notify a product in line with the regulations must not supply that product for sale in the UK. Obtain the factory's formulation and product data before ordering.
Can I import snus to sell in the UK?
Do not order snus for UK sale: HMRC identifies it as subject to a UK sale ban. Do not treat its classification as snuff as permission to sell.
