Sourcing Ethylcellulose from China

Ethylcellulose from China carries 0% to 6% UK duty: the base rate is 6%, with conditional suspensions for non-plasticised material and a specified aqueous dispersion. Match the composition to the tariff description before claiming relief; confirm with HSE whether any polymer registration exemption covers the ingredients. Cambridge China Bridge sources ethylcellulose.

Ethylcellulose duty and suspensions

Read from the UK Trade Tariff on 5 November 2026, heading 3912 covers cellulose and its chemical derivatives in primary forms. Non-plasticised ethylcellulose is listed under 3912 39 85 10. The aqueous dispersion under 3912 39 85 20 contains hexadecan-1-ol and sodium dodecyl sulphate, with ethylcellulose content of 27 (± 3)% by weight. The table separates buying applications sharing a code; they are not separate tariff lines.

The listed ethylcellulose lines have a 6% base duty and 0% autonomous suspensions, with no anti-dumping or countervailing measure recorded. Their suspension footnotes exclude mixtures, preparations or products made up of different components containing these products. For the aqueous dispersion, ask your customs broker to reconcile the listed composition with that footnote before claiming relief. The suspension on 3912 39 85 90 is specifically for hypromellose, not ethylcellulose.

The tariff attaches import and export waste controls. For a shipment from China, confirm the applicable requirement with your customs broker before ordering material described as recovered, discarded or waste. In England, waste shipped under notification controls needs consent from the destination, dispatch and transit authorities before shipment. Confirm composition and form through finding your commodity code; see the wider cellulose ethers guide for related materials.

Specify ethylcellulose chemistry and performance

State whether you need non-plasticised powder or an aqueous dispersion, the intended coating or binder application, and all added ingredients. Agree ethoxyl content, viscosity, moisture, ash and particle size. For viscosity, name the solvent system, solution concentration, temperature and test method. For dispersions, also agree solids content, settling behaviour and storage conditions.

Compare a production sample with your approved material in your own formulation. Check dissolution, film appearance, adhesion and consistency after storage. Treat a supplier's food or pharmaceutical grade description as a claim to investigate against the intended use, rather than an acceptance criterion by itself.

Confirm with HSE the UK REACH registration position of the polymer, monomers and additives. Ask for the composition and the supplier's registration position, and obtain the safety data sheet before choosing handling and storage arrangements.

Worked duty example

Illustrative example, not a quote: Illustrative trial stock of non-plasticised ethylcellulose in 25 kg bags under 3912 39 85 10, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check the product name, plasticiser status, ingredient declaration and batch reference against the purchase specification.

Analysis: check ethoxyl content, viscosity, moisture and ash against the batch certificate, using the agreed methods for verification.

Application: check dissolution and film performance using a retained sample; inspect dispersions for settling that cannot be reversed by the agreed mixing procedure.

Packing: check liners, seals, batch labels, moisture damage and powder caking on arrival. Record findings using the quality inspection guide.

What goes wrong

A viscosity result can look acceptable while using a different solvent or test temperature. Undeclared plasticiser or other ingredients can change film behaviour and undermine the chosen tariff description. Damp packing can leave caked powder, while a dispersion can arrive separated. Compare the production lot with the approved sample before releasing it into manufacturing.

A suspension shown beside a commodity code is not enough to establish eligibility. Keep the complete composition with the customs instructions, particularly for the listed aqueous dispersion. Agree sampling and independent analysis through testing and certification.

Frequently asked questions

What is the UK import duty on ethylcellulose from China?

The base rate is 6%. Non-plasticised ethylcellulose and the specified aqueous dispersion have conditional 0% suspensions. The suspension on the other cellulose ethers line is for hypromellose.

Does every ethylcellulose blend qualify for zero duty?

No. The suspension footnotes exclude mixtures and preparations containing the listed products. Have your broker check the complete formulation, especially for the specified aqueous dispersion.

How do I compare ethylcellulose viscosity grades?

Use the same solvent system, concentration, temperature and test method. Compare batch results and run the material in your own coating or binder formulation.

Does ethylcellulose need UK REACH registration?

Confirm with HSE whether a polymer registration exemption applies and whether monomers and additives have registration obligations. Check the composition and registration position rather than treating the entire formulation as exempt.
