Hydroxypropyl cellulose: 0% UK duty

Read from the UK Trade Tariff on 1 October 2026, hydroxypropyl cellulose under 3912 39 20 00 carried 0% duty for goods from China. Heading 3912 covers cellulose and its chemical derivatives in primary forms. This line has no anti-dumping or countervailing duty and no tariff suspension listed. All grade examples in the table use this same commodity line.

The tariff attaches import and export waste controls. For material from China classified as waste and shipped to England under notification controls, shipment can begin only after consent from the Environment Agency and the other competent authorities involved. Ask your customs broker to confirm the applicable waste requirement for the material and destination before dispatch.

Confirm the chemical identity and composition using our commodity code guide. Hydroxypropyl cellulose and hydroxypropyl methylcellulose have separate tariff descriptions. For other cellulose derivatives within the wider heading, see our hydroxyethyl cellulose guide. Allow separately for import VAT using our duty and VAT guide.

Specify viscosity, substitution and intended use

Specify hydroxypropyl cellulose by chemical identity, grade and intended application. Record viscosity with the solution concentration, solvent, temperature and test method. Agree substitution, moisture, ash, pH and particle size, together with acceptance limits. Ask for a batch certificate of analysis and retain an approved sample for comparison.

For food use, confirm the authorised additive specifications and permitted conditions for the intended food. Most food additives have restrictions on the foods in which they can be used and applicable quantities. For pharmaceutical use, agree the relevant pharmacopoeia monograph and supporting batch tests rather than accepting a general pharmaceutical-grade description.

Confirm with HSE the UK REACH registration position for the polymer, its monomers and additives. Ask for the supplier's REACH position and a safety data sheet. Trial the proposed grade in your own formulation before approving production supply.

Worked duty example

Illustrative example, not a quote: Illustrative order: 25 kg of pharmaceutical-grade hydroxypropyl cellulose for formulation trials under 3912 39 20 00, invoiced at £1,800 free on board, with £1,500 of freight and insurance to the UK. The customs value is £3,300. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,300, so it is £660. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check that bag labels, the invoice and batch certificate name hydroxypropyl cellulose and match the approved grade.

Viscosity: test a batch sample using the agreed concentration, solvent, temperature and method; compare it with the approved sample.

Purity: check substitution, moisture, ash and pH against the specification, with supporting tests for the intended food or pharmaceutical use.

Packing: check liners, seals, batch numbers and production dates; examine the powder for caking, foreign particles and moisture damage.

What goes wrong

A matching viscosity label can conceal a different test method or solution concentration. Substitution or particle-size differences can also change performance in the buyer's formulation. Confusion with hydroxypropyl methylcellulose can lead to the wrong material being ordered or declared.

Industrial material offered as food or pharmaceutical grade may lack the necessary supporting evidence. Damaged liners can leave powder damp or lumpy on arrival. Hold affected lots for assessment, compare retained samples and batch results, and use our inspection guide to agree the checks before shipment.

Frequently asked questions

What is the UK import duty on hydroxypropyl cellulose from China?

The supplied tariff reading lists 0% duty under 3912 39 20 00, with no anti-dumping or countervailing duty and no tariff suspension on that line.

Is hydroxypropyl cellulose the same as hydroxypropyl methylcellulose?

They have separate tariff descriptions. Confirm the chemical identity, composition and intended grade before agreeing the commodity code.

Can I use industrial hydroxypropyl cellulose in food?

An industrial-grade description does not establish food suitability. Confirm authorised additive specifications, permitted conditions of use and supporting batch evidence.

How do I check that a replacement grade matches my current material?

Compare viscosity using the same concentration, solvent, temperature and method. Check substitution, moisture, ash and particle size, then trial the material in your formulation.
