Sourcing Hydroxyethyl Cellulose from China

Hydroxyethyl cellulose from China normally carries 6% UK duty; qualifying alkylated derivatives have a 0% suspension. Importers must assess chemical hazard classification regardless of quantity. Specify viscosity by an agreed method and test the material in your formulation. Cambridge China Bridge sources hydroxyethyl cellulose.

Duty on hydroxyethyl cellulose

Read from the UK Trade Tariff on 5 November 2026, heading 3912 covers cellulose and its chemical derivatives in primary forms. Ordinary hydroxyethyl cellulose falls within other cellulose ethers, subject to confirmation of composition. The table repeats that commodity line for different buying applications; these are not separate tariff subdivisions.

Ordinary material under 3912 39 85 90 carries 6% duty from China. Its listed 0% suspension applies only to hypromellose, not ordinary hydroxyethyl cellulose. Line 3912 39 85 30 has a 6% base rate and a 0% suspension for cellulose both hydroxyethylated and alkylated with alkyl chains of 3 or more carbon atoms. Its suspension excludes mixtures and preparations. Neither line lists anti-dumping or countervailing duty.

The tariff attaches waste import and export controls. For material supplied as waste from China, confirm the applicable requirements with your customs broker before shipment. Under notification controls, the exporter must seek consent from the dispatch country's competent authority. Confirm chemistry and the commodity code; see the wider cellulose ethers guide for related products.

Specify viscosity and dissolution behaviour

Specify hydroxyethyl cellulose by chemical identity, intended formulation, viscosity, substitution, moisture, ash and particle size. Agree solution concentration, water quality, temperature, mixing procedure and measuring equipment before comparing supplier results. State whether the grade is surface-treated and assess its dissolution behaviour in your own formulation.

Agree acceptance criteria for lumps, clarity and final formulation consistency. Keep an approved sample and request batch analysis tied to the bag markings. For Great Britain, importers must assess chemical hazard classification regardless of quantity. Check the UK REACH position for the actual composition before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative order: 18 tonnes of technical-grade hydroxyethyl cellulose in 25 kg bags under 3912 39 85 90, invoiced at £27,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £28,800. Duty at 6% is £1,728. Import VAT at 20% is charged on the customs value plus duty, £30,528, so it is £6,105.60. Import taxes total £7,833.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,728 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check the ordered chemistry, grade and batch against the supplier's analysis and bag markings.

Viscosity: test a retained batch sample using the agreed concentration, temperature and method.

Application: check dissolution, lumps and consistency in the buyer's actual formulation.

Packing: check seals, damaged liners, moisture and caking on arrival; use the inspection guide to define the inspection scope.

What goes wrong

Matching viscosity labels can conceal different test conditions. A replacement grade may thicken a laboratory solution yet dissolve poorly or behave differently in the buyer's formulation. Release stock against the agreed test method and application trial, rather than the supplier's grade name alone.

Moisture ingress can leave caked powder and inconsistent dosing. Another costing error is applying the hypromellose suspension to ordinary hydroxyethyl cellulose. Separate ordinary and chemically modified grades in the purchase specification and customs instructions.

Frequently asked questions

What is the UK import duty on hydroxyethyl cellulose from China?

Ordinary hydroxyethyl cellulose under 3912 39 85 90 carries 6%. Qualifying hydroxyethylated and alkylated cellulose under 3912 39 85 30 has a 0% suspension, subject to its description and exclusions.

Does hydroxyethyl cellulose get the hypromellose duty suspension?

Ordinary hydroxyethyl cellulose does not qualify for the hypromellose-only suspension listed under 3912 39 85 90. Confirm the chemical identity before costing.

How do I compare hydroxyethyl cellulose viscosity grades?

Use the same solution concentration, water quality, temperature, preparation procedure and measuring method. Then compare performance in your actual formulation.

What should I check when the bags arrive?

Check batch identity, seals, liners, moisture and caking. Test retained samples for viscosity and dissolution against the approved sample before releasing the batch.
