Dog slip leads: 2% UK duty

Read from the UK Trade Tariff on 30 September 2026, heading 4201 covers saddlery and harness for animals, including leads, of any material. Dog slip leads fall within the other-goods line, 4201 00 00 90, at 2% duty for goods from China. No anti-dumping or countervailing duty or suspension is recorded. The table shows product variants sharing this code, rather than separate tariff lines.

The tariff attaches cat-and-dog-fur import and export controls and a seal-product import control. Imports and exports of cat or dog fur, including products made from it, are banned. Seal products imported for sale in Great Britain must qualify under the Inuit and other indigenous communities’ exemption and have a seal catch attestation certificate. For a China-sourced lead containing seal material, confirm eligibility and documentation with your customs broker before ordering.

Ask for a complete material list, including trims and stops. Confirm the commodity code against the finished lead before shipment. For the wider heading and another lead design, see retractable dog leads.

Specify the rope, ring and stopper

A slip lead combines the hand loop and an adjustable neck loop. Specify rope fibre, braid and core, diameter, finished length, hand-loop size, ring material and finish, stopper material and grip, and how each joint is secured. For leather versions, agree thickness, edge finish and stitching. Keep an approved sample showing the actual construction, rather than accepting a photograph as the specification.

Consumer products supplied in Great Britain must be safe under the General Product Safety Regulations 2005. Agree fitting instructions covering loop orientation, stopper adjustment and supervised use. Set pull-test and repeated-loading acceptance criteria for the complete lead, including its joints and ring, before production. Check loop movement after wetting and drying as well as when new.

Worked duty example

Illustrative example, not a quote: Illustrative order: 800 braided rope dog slip leads under 4201 00 00 90, invoiced at £3,000 free on board, with £700 of freight and insurance to the UK. The customs value is £3,700. Duty at 2% is £74. Import VAT at 20% is charged on the customs value plus duty, £3,774, so it is £754.80. Import taxes total £828.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £74 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Materials: compare rope fibre, diameter, braid, leather trims and colours with the approved sample; check for substitutions, fraying and colour transfer.

Loop and stopper: check that the rope moves through the ring without snagging, the loop releases when tension is removed, and the stopper holds its agreed position.

Strength and finish: test the complete assembly against agreed criteria; inspect joint slippage, loose stitching, sharp ring edges, plating damage and hand-loop comfort.

Instructions and packing: check fitting illustrations, product identification and agreed contact details; inspect arrival cartons for moisture and mould. Use the quality inspection guide to plan checks before shipment.

What goes wrong

A rope that looks like the sample can have a different core or a looser braid. Joints may pull out beneath decorative sleeves, rings can catch the rope, and stops can slide under movement. Wet rope may behave differently from dry rope. Test finished production leads rather than relying on a rope supplier’s strength result.

An attractive finish can hide rough metal edges, insecure stitching or colour that transfers to hands and coats. Keep rejected examples and photographs linked to the production batch, agree corrective work with the factory, and inspect replacements against the same sample and acceptance criteria.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.
