Dog harness duty and material controls

Read from the UK Trade Tariff on 16 October 2026, heading 4201 covers saddlery and harness for any animal, of any material. Dog harnesses fall within the other-goods line, 4201 00 00 90. The table shows product variants sharing that code, rather than separate tariff lines.

The recorded duty for goods from China is 2%, with no anti-dumping or countervailing measures or suspensions listed. The tariff attaches import and export controls on cat and dog fur, and an import control on seal products. Imports and exports of cat and dog fur and products made from it are banned. Seal products can only be imported and sold in limited cases subject to strict conditions; confirm the applicable documentation with your customs broker before ordering any seal-derived material.

Give your broker the harness photograph, material specification and intended use to confirm the commodity code. For other goods within the wider product range, see pet products from China. For dog toys in your range, see our guide to sourcing rubber dog chew toys.

Specify fit and the load-bearing construction

Specify neck and chest adjustment ranges, strap width, chest-panel shape, padding, edge binding and lead attachment positions. State whether the harness goes over the head or opens fully. Approve fitting samples across the intended dog shapes, checking shoulder movement, underarm clearance and whether a dog can back out. For lead sourcing, see our guide to retractable dog leads.

Name the webbing, mesh, lining, buckle and metal-ring materials. Agree pull-test methods and acceptance criteria for the complete harness, including attachment stitching, rather than accepting a buckle report alone. Fix washing instructions, colour references and packaging against an approved sample.

Worked duty example

Illustrative example, not a quote: 800 dog harnesses, illustrative order under 4201 00 00 90, invoiced at £4,200 free on board, with £350 of freight and insurance to the UK. The customs value is £4,550. Duty at 2% is £91. Import VAT at 20% is charged on the customs value plus duty, £4,641, so it is £928.20. Import taxes total £1,019.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £91 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure adjustment ranges against the size chart and compare panel shape, strap routing and edge positions with approved samples.

Fastenings: operate buckles repeatedly, check full engagement and pull-test rings, adjusters and attachment stitching using the agreed method.

Materials: compare webbing, padding and lining with the approved sample; inspect rough edges, exposed metal and colour transfer after rubbing or washing.

Labels and packing: check size identification, fitting and washing instructions, product references and carton contents. Use the agreed quality inspection plan before dispatch and repeat key checks on arrival.

What goes wrong

A harness can match the advertised chest size yet rub behind the front legs or allow a dog to back out. Adjusters can slip under tension, buckles can appear closed without engaging, and attachment rings can tear out where stitching misses the webbing. Treat these as specific inspection risks.

Do not approve bulk production from photographs alone. Keep a signed sample, record fitting observations and test the finished construction. Investigate any material substitution or failed fastening before releasing the shipment. Treat reflective trim, escape resistance and vehicle-restraint claims as separate matters requiring supporting test evidence.
