Sourcing digital photo frames from China
Digital photo frames within heading 8528 face 0% to 14% UK duty from China, depending on classification. A photo-transfer port alone does not establish computer-monitor design. Check the supplied power adaptor and, for connected consumer models, product security compliance. Cambridge China Bridge sources digital photo frames.

Classify the frame by its actual functions
Heading 8528 covers monitors, projectors and television reception apparatus. This guide concerns digital photo frames within its monitor lines. A standalone frame and a display designed for direct computer connection need separate classification checks. The table lists candidate monitor lines, rather than interchangeable codes. See the wider display guide for the rest of the heading. For gaming displays, see our gaming monitor sourcing guide. For industrial displays, see our open-frame monitor sourcing guide. For broadcast displays, see our broadcast reference monitor sourcing guide.
Read from the UK Trade Tariff on 9 October 2026, the listed computer-monitor lines carried 0% duty for goods from China; other monitors under 8528 59 00 90 carried 14%. These selected lines show no anti-dumping or countervailing duty, suspension or attached import control. Do not apply suspensions for vehicle display assemblies elsewhere in the heading to ordinary photo frames.
Confirm the commodity code using the manual, input functions, supported playback and intended use. A port used to copy photographs is not sufficient evidence that the frame is designed as a computer monitor. Keep the agreed specification with the classification decision, and use the import duty and VAT guide when calculating the order's landed tax.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other monitors, candidate for a standalone digital photo frame | 8528 59 00 90 | 14% | None |
| LCD monitors designed for direct connection to a computer | 8528 52 91 00 | 0% | None |
| Other screen technologies designed for direct connection to a computer | 8528 52 99 00 | 0% | None |
| Monitors solely or principally used in a computer system | 8528 52 10 00 | 0% | None |
Specify photo playback, the panel and the adaptor
Specify the panel technology, native resolution, viewing angle, brightness, aspect ratio and pixel defect policy. Agree supported photo formats, automatic rotation, cropping, slideshow controls, storage, memory-card compatibility and behaviour after a power interruption. State whether video playback is included. Approve the stand, wall fixing, bezel finish and exact supplied power adaptor. For printed-photo storage, see our photo album sourcing guide.
The ecodesign definition of a digital photo frame describes a display showing exclusively still visual information. Ask a testing adviser to identify the applicable ecodesign provisions for the actual model, including its screen area and video capability. Request safety and electromagnetic compatibility reports matching the frame and adaptor shipped, rather than a similar catalogue model.
For radio-equipped frames sold in Great Britain, the importer must not place equipment on the market unless it meets the essential requirements. Consumer connectable models also bring product security obligations, including a statement of compliance accompanying the product. Agree responsibility for the app, firmware updates and account reset before approving the sample. Confirm any waste electrical equipment obligations with the relevant authority.
Worked duty example
Illustrative example, not a quote: Illustrative order: 300 standalone digital photo frames; illustrative whole-pound FOB and freight values under 8528 59 00 90, invoiced at £6,000 free on board, with £2,400 of freight and insurance to the UK. The customs value is £8,400. Duty at 14% is £1,176. Import VAT at 20% is charged on the customs value plus duty, £9,576, so it is £1,915.20. Import taxes total £3,091.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,176 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Panel: inspect powered arrival samples for bright or dark pixels, uneven colour, backlight bleed, scratches and image cropping against the approved sample.
Playback: load the agreed photo formats from each supported source; check rotation, slideshow order, restart behaviour and any advertised video playback.
Connectivity: test account pairing, remote photo delivery, loss of network connection, reconnection and removal of the previous user's photographs after reset.
Adaptor and packing: match adaptor identification to the approved reports, check plug construction and cable condition, and inspect bezel protection, stand security and carton damage. Record findings using the inspection guide.

What goes wrong
A frame can look acceptable in a factory demonstration but crop family photographs, lose its slideshow settings after unplugging or depend on an app that the buyer cannot support. Panel substitutions can change colour and viewing angle. Test the approved photo set on production samples and require approval before changes to the panel, adaptor or firmware.
Do not treat the adaptor as a minor accessory. An official safety report on a digital photo frame identified insufficient creepage and clearance distances, creating electric shock and fire risks. Match the supplied adaptor to its safety evidence, and investigate overheating, damaged insulation or loose plug parts before releasing stock.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.
Frequently asked questions
What is the UK import duty on digital photo frames from China?
The selected monitor lines carry 0% or 14%. Other monitors under 8528 59 00 90 carry 14%; qualifying computer-monitor lines carry 0%. No trade remedy is shown on these lines.
Does a USB port make a digital photo frame duty-free?
A photo-transfer port alone does not establish computer-monitor design. Confirm what the port does and whether the display is designed for direct computer connection before choosing the code.
Do connected digital photo frames need product security paperwork?
Consumer connectable models in scope need a statement of compliance accompanying the product. Agree who supplies it and check that it relates to the model you will sell.
What should I test before accepting digital photo frames?
Check pixels, colour, cropping, photo formats, rotation and restart behaviour. For connected models, test pairing and reset. Match the supplied adaptor to the approved safety evidence.
